Job Summary

Responsible for driving strategic growth initiatives, identifying new business opportunities, and expanding market presence for the organization. Your primary focus will be on analyzing market trends, developing business plans, and implementing strategies to achieve business objectives.

Essential Functions
-Develop and execute comprehensive business plans aligned with the organization's long-term goals and objectives.
-Conduct market research and analysis to identify potential growth opportunities and threats.
-Monitor and evaluate industry trends, competitive landscapes, and regulatory changes affecting the healthcare sector.
-Provide insights to support decision-making and strategic positioning.
-Identify and evaluate potential business partnerships, joint ventures, mergers, acquisitions, and other growth opportunities to expand the organization's portfolio and market reach.
-Collaborate with product development and service teams to assess market demands, drive innovation, and enhance existing offerings to meet customer needs.
-Conduct financial assessments and feasibility studies for new ventures and growth initiatives.
-Evaluate return on investment (ROI) and cost-benefit analyses to guide decision-making.


 

Qualifications

The Marketing Program Manager will lead the development and execution of integrated marketing and communication strategies for government-sponsored health programs, focused on Dual Eligible Special Needs Plans (DSNP), with support for Medicare Advantage and Medicaid related to CMS and EOHHS materials submission process. This role is responsible for driving member engagement, enrollment growth, and retention through compliant, data-driven, and member-centric campaigns.

Principal Duties and Responsibilities:

Campaign Management

  • Lead the development and deployment of multi-channel marketing and communication tactics, including digital, print, radio, print, and events.
  • Align initiatives with CMS, EOHHS, and internal compliance standards.
  • Collaborate with cross-functional teams to support sales and clinical goals.
  • Manage timelines, budgets, and vendor relationships to ensure timely delivery and quality control.

Content Development & Oversight

  • Partner with creative teams to produce accessible, culturally relevant, and compliant materials including brochures, emails, videos, and social media content.
  • Ensure all materials meet CMS and HIPAA guidelines and reflect member needs and preferences.

Stakeholder Engagement

  • Serve as a day-to-day point of contact to Sales, Product, Compliance, and Legal teams.
  • Facilitate ad hoc touchpoints and cross-functional meetings to align on priorities and resolve blockers.

Performance Analytics

  • Monitor campaign performance using Power BI, Dynamics, and Workfront tools.
  • Report on KPIs including enrollment volume, engagement rates, and ROI.

Process Management

  • Oversee MID assignment and centralized CMS submission workflows for all marketing assets.
  • Architect and refine end-to-end marketing workflows for Duals, Medicare Advantage, and Medicaid campaigns, including intake, review, approval, and CMS submission processes.
  • Maintain process documentation aligned with CMS and EOHHS guidelines, including disclaimers, MID tracking, and audit readiness.
  • Lead change management efforts to socialize new workflows, including training materials, executive communications, and integration into EPMO project plans.
  • Establish KPIs for process efficiency, turnaround time, and stakeholder satisfaction. Use dashboards and reporting tools to monitor and continuously improve process performance.

Qualifications:

  • Bachelor’s degree required or the equivalent combination of training and experience, plus 5-10 years of related experience.
  • Master’s degree preferred
  • Demonstrated experience navigating government program communication regulations and submitting materials through HPMS.

Skills/Abilities/Competencies:

  • Proven ability to develop and execute strategic marketing plans.
  • Familiarity with CRM systems, marketing automation tools, and digital marketing tools/platforms
  • Excellent project management and organizational skills.
  • Strong analytical skills and ability to interpret data to drive decision-making.
  • Exceptional written and verbal communication skills.
  • Ability to work collaboratively in a fast-paced, dynamic environment.

  • Health Care or Health Plan experience strongly preferred.
  • Knowledge of healthcare compliance and regulatory requirements.                                         
  • Ability to build strong internal and external relationships
  • Ability to communicate effectively at all levels.
