Job Description
• Drive business growth through strategic relationship management, pipeline development, opportunity qualification, market analysis, capture budgeting, teaming strategies, and proposal support.
• Identify and capture international and globally executed programs across Culmen’s mission areas including WMD nonproliferation, security cooperation, emergency response, and expeditionary logistics.
• Maintain relationships with industry partners.
• Provide market intelligence on targeted federal departments and agencies.
• Lead complex capture efforts for highly competitive RFPs.
• Manage business planning activities such as pipeline, bid, gate, and proposal reviews.
• Support strategic planning and due diligence initiatives.
• Respond to government market research inquiries.
• Represent the company at industry events and customer meetings.
• Contribute to proposal content development.
Job Requirements
- Eligible to obtain a U.S. security clearance; active clearance preferred.
- Bachelor’s degree.
- Proven leadership experience in business development and capture management.
- Demonstrated ability to identify, qualify, and win strategically aligned growth opportunities within targeted markets.
- Documented success leading and securing major service contracts valued at more than $50M.
- Experience capturing programs funded by U.S. Government agencies operating internationally (e.g., DoW, Department of State, DHS, or related organizations).
- Strong financial acumen, including oversight and management of B&P investments.
- Exceptional executive‑level writing and communication skills across technical and non‑technical audiences.
- Experience working in international environments or supporting programs overseas is strongly preferred.
- Collaborative mindset with the ability to work across technical, operational, and proposal teams in a fast-moving business development environment.
