The Office of Civil Legal Aid (OCLA) is an independent judicial branch state agency, created with the understanding that the provision of legal aid services to indigent persons is an important component of the state’s responsibility to provide for the proper and effective administration of justice. The mission of the Office of Civil Legal Aid is to secure, invest and oversee the use of public funding for civil legal aid to low-income people in Washington State and to ensure accountability for public funds dedicated to the purpose. Since 2005, OCLA has administered and overseen general civil legal aid in Washington. The agency supports numerous other programs including legal aid to victims of crime and domestic violence, children in foster care, kinship caregivers, indigent tenants facing eviction, and individuals reentering society following completion of their terms of incarceration.

This non-permanent recruitment is open to current Washington State Department of Revenue employees only and is expected to last 6 to 9 months.
The Unclaimed Property unit is excited to announce an opportunity for an Unclaimed Property (UCP) Locator (ETE 3) position within the Taxpayer Account Administration (TAA) division in Tumwater, WA. Make a difference, join our team!
In support of the section's primary function to ensure the timely return of unclaimed property back to its rightful owner, this position reunites citizens and businesses globally with lost property, locating and returning millions of dollars to legal owners using advanced and innovative investigative techniques.
- Locate and return unclaimed funds to legal owners using sophisticated and innovative investigative techniques.
- Generate system reports and perform unclaimed property database queries to flag large dollar accounts to initiate locating efforts.
- Facilitate and lead outreach programs to inform citizens of Washington State about the UCP Program.
- Develop innovative methods and practices for locating owners of property.
- Conduct outreach and education to promote unclaimed property as a public service and consumer protection program.
- Attend statewide events and public forums promoting unclaimed property.
- Collaborate with the Customer Experience and Communication (CEC) division to research marketing and publicity tools to promote the program.
This position has the flexibility to work remotely the majority of the time, however the duty station is in Tumwater, Washington and the successful candidate must agree to travel to the office for key scheduled meetings or as operational needs dictate.
Please note that this role also requires flexibility regarding traditional business hours:
- Public Outreach: You may be required to work occasional weekends and evenings to support events and presentations.
- Schedule Fluctuations: To accommodate these events, your standard work schedule may be adjusted to ensure appropriate staffing levels without exceeding total hours.
- Travel: Attending outreach events may require weekend/after-hours travel and overnight stays to attend.

- Customer Service: Providing customer service on the phone through calling customers and returning customer inquiries.
- Research, Analysis, and Problem Solving: Knowledge of skip-tracing tools, databases and methodologies.
- Knowledge of Unclaimed Property Laws & Regulations: Knowledge of Washington’s Unclaimed Property Act.
- Outreach, Marketing, and Public Engagement: Event coordination skills.
- Adaptability and Flexibility: Adjusting your work focus based on work inventory.
- Planning and Organization: Organizes and prioritizes work.
- Time Management: Independently managing your time to ensure goals are met.
- Self-Management: Motivating yourself to complete your goals.
Requirements
- 12 semester (18 quarter) hours of accounting coursework have been completed.
- Two years of experience in accounting, auditing, banking, brokerage management, financial planning, or unclaimed property.
- A bachelor’s degree involving major study in business, accounting, public administration or closely allied field.
- Advanced working knowledge of KAPS.
- Understanding of Washington Unclaimed Property Laws.
- Intermediate knowledge of laws, rules, policies and procedures related to the Department of Revenue.
- Experience in state unclaimed property programs or escheatment.
