Role Description

Join the Colorado Department of Revenue and become a trusted partner in ensuring the fiscal health of the state. As our Cost Recovery Accountant, you will step into a critical, strategic role, directly influencing management decisions and bridging the gap between complex accounting theory and vital legislative action. You will be instrumental in securing the resources needed to serve every Coloradan by meticulously recovering costs from annual tax and fee revenue.

This is an opportunity to leverage your expertise in a high-impact, remote position. You will manage the full lifecycle of Federal, State, and private grants, conduct internal audits to develop cost recovery rates, and execute complex financial entries in the CORE system. Your work will involve maintaining a comprehensive inventory of tax and fee revenue streams, coordinating interagency transfers, and preparing high-level financial reports.   • Maintain and expand an inventory of taxes and fees where DOR has statutory authority to retain revenue for administrative costs.
  • Perform internal audits to identify costs associated with the administration, collection, distribution, and/or enforcement of taxes and fees collected by DOR.
  • Develop cost recovery rates and execute complex journal entries in the CORE financial system.
  • Serve as the cost recovery staff authority, directly influencing DOR management decisions as it relates to cost recovery efforts.
  • Act as the primary point of contact and subject matter expert for all Federal, State, and private grants.
  • Manage the full grant lifecycle, including application review, budget adoption, and reimbursement requests.
  • Prepare the department’s portion of the annual Schedule of Federal Assistance (SEFA) for the State’s Annual Comprehensive Financial Report (ACFR).
  • Maintain, coordinate, and execute an inventory of all interagency funding transfers from other State agencies.
  • Analyze historical cost allocations to recommend transfer frequencies (monthly, quarterly, or annual) to leadership.
  • Oversee accounts payable documents, including employee travel reimbursements and county recording fee disbursements.
  • Investigate past-due balances and ensure all invoices are processed.

Qualifications

  • Eight (8) years of relevant experience in an occupation related to accounting, auditing, business management, and finance.
  • A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience equal to eight (8) years.
  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement.

  • Results-oriented and process-driven.
  • Ability to problem solve and be self-motivated with great attention to detail and proven work ethic.
  • Demonstrated verbal and written communication and analytical skills.
  • Experience with fiscal analysis, and policy/program analysis for a governmental agency (state, county or local level).
  • Knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards (GASB), and their application.
  • Working knowledge of the State of Colorado budget and legislative processes, fiscal rule, and regulations.
  • Experience acting as a primary point of contact for the full lifecycle of Federal, State, and private grants, including compliance and reimbursement.
  • Proficiency in CORE (Colorado Operations Resource Engine) or a similar Enterprise Resource Planning (ERP) system.
  • Experience preparing high-level financial reports, such as the Schedule of Federal Assistance (SEFA) or contributions to an Annual Comprehensive Financial Report (ACFR).
  • Proven ability to conduct internal audits to identify administrative costs and develop cost recovery rates or plans.
  • Background in managing interagency transfers and analyzing funding mechanisms like Long Bill letternotes.
  • Ability to monitor and evaluate legislative bills to identify cost recovery opportunities or develop standard statutory language.
  • Experience creating and coordinating departmental policies and procedures related to financial management.
  • Excellent oral and written communication skills.
  • Ability to anticipate risks and bring resolutions to the attention of leadership.
