Project Description
FEMA’s Grants Management Modernization (GMM) initiative is a multi-year effort to modernize and consolidate legacy grant systems into a unified enterprise platform. The IV&V team operates independently from development teams and provides objective validation that system releases meet documented requirements, non-functional standards, and compliance expectations.
This role focuses on independent validation of enterprise releases, including non-functional testing, automation integration, release management verification, and compliance traceability.
Position Description
The Senior IV&V Test Engineer will lead independent validation efforts across application releases, ensuring performance, reliability, security, and compliance requirements are met prior to production deployment.
This role requires strong experience in:
- IV&V methodology
- Enterprise test strategy development
- Automation framework implementation
- CI/CD pipeline integration
- Non-functional testing (performance, scalability, security)
- Traceability and compliance documentation
While exposure to data validation is beneficial, this role is not primarily a data migration engineering position.
Responsibilities:

Independent Verification & Validation (IV&V)
- Develop and execute independent test strategies aligned to federal IV&V best practices.
- Ensure releases meet documented functional and non-functional requirements.
- Maintain independence from development teams while collaborating effectively.
- Validate configuration and release management processes.
Non-Functional & Enterprise Testing
- Design and execute performance, scalability, reliability, and security validation strategies.
- Validate application stability under load and high-transaction scenarios.
- Assess integration points and API interactions.
- Identify risks that could impact system availability or compliance.
Automation & DevSecOps Integration
- Design, develop, and maintain automated test scripts and frameworks.
- Integrate automated testing into CI/CD pipelines.
- Validate build and deployment integrity across environments.
- Support DevSecOps initiatives through secure testing practices.
Compliance & Documentation
- Develop and maintain traceability matrices linking requirements to test cases.
- Prepare clear, defensible documentation for audit and compliance review.
- Track and manage defects through resolution.
- Support federal compliance standards and reporting expectations.
Requirements
- U.S. Citizen eligible to obtain and maintain a Public Trust clearance.
- 5+ years of enterprise software testing experience.
- Demonstrated experience performing Independent Verification & Validation (IV&V).
- Strong experience in non-functional testing (performance, security, reliability).
- Experience building or maintaining automation frameworks.
- Experience integrating automated tests into CI/CD pipelines.
- Experience developing test strategies and traceability documentation.
- Proficiency with defect tracking and test management tools.
Desired
- Experience supporting federal modernization programs.
- Familiarity with financial or grant-based systems.
- Experience validating high-volume transactional systems.
- Exposure to SQL-based data validation.
- Knowledge of DevSecOps principles.
- Relevant certifications (e.g., CSQA, ISTQB, Agile certifications).
