Senior Business Analyst – Medicaid Enterprise Data Warehouse
Position Summary
The Senior Business Analyst will support the operations of the Medicaid Enterprise Data Warehouse (EDW). This role is responsible for working with Medicaid program stakeholders, technical teams, and data architects to translate complex business requirements into detailed functional specifications supporting data integration, analytics, and reporting across Medicaid systems.
The analyst will play a critical role in enabling data-driven decision-making by ensuring that Medicaid program, financial, and operational data are accurately captured, integrated, and made available through the EDW environment.
Key Responsibilities
Business Requirements & Analysis
- Lead the elicitation, documentation, and validation of business requirements for Medicaid data warehouse initiatives.
- Translate Medicaid program requirements into functional specifications for ETL processes, data models, and reporting solutions.
- Conduct stakeholder interviews, workshops, and analysis sessions with program staff, policy teams, and technical teams.
- Develop Business Requirements Documents (BRDs) and user stories.
Medicaid Data & Domain Expertise
- Analyze Medicaid data from various source systems including:
- Claims processing systems
- Provider enrollment systems
- Member eligibility systems
- Managed care encounter data
- Financial and payment systems
- Interpret Medicaid program rules, regulatory requirements, and reporting obligations.
- Ensure alignment with federal and state reporting requirements.
Data Warehouse & Analytics Support
- Collaborate with data architects and ETL developers to define:
- Source-to-target mappings
- Data transformation rules
- Data quality requirements
- Metadata and data lineage documentation
- Support dimensional data modeling and data governance practices.
- Assist in defining KPIs, dashboards, and analytic datasets.
Testing & Validation
- Develop test scenarios and support system integration testing (SIT) and user acceptance testing (UAT).
- Validate ETL outputs, data transformations, and reporting results.
- Ensure data accuracy, completeness, and consistency within the EDW environment.
Stakeholder Engagement
- Serve as a liaison between business stakeholders, Medicaid program teams, and technical development teams.
- Facilitate communication across program, IT, and vendor teams.
- Support training and adoption of EDW reporting and analytics tools.
Required Qualifications
- Bachelor’s degree in Information Systems, Data Analytics, or related field.
- 7+ years of experience as a Business Analyst supporting data warehouse or large data integration projects.
- 3+ years of experience working with Medicaid or healthcare data systems.
- Strong experience gathering and documenting complex business and data requirements.
Preferred Qualifications
- Experience with TMSIS and other federal reporting compliance to Center for Medicare and Medicaid Services (CMS).
- Experience with Agile or hybrid Agile delivery models.
- Knowledge of HIPAA data privacy and healthcare data compliance requirements.
Technical Skills
- Data warehouse concepts and dimensional modeling
- SQL and data analysis
- ETL processes and data integration
- Data profiling and data quality analysis
- Reporting and analytics tools (e.g., Tableau, Cognos)
- Documentation tools (Visio)

For this position, actual salaries will vary and may be above or below the range based on various factors including but not limited to location, experience, and performance. In addition to base pay, this position, based on business need, may be eligible for a bonus or incentive. In addition, Conduent provides a variety of benefits to employees including health insurance coverage, voluntary dental and vision programs, life and disability insurance, a retirement savings plan, paid holidays, and paid time off (PTO) or vacation and/or sick time. The estimated salary range for this role is $85,470 - $111,000
