Role Description

We are seeking a skilled Costing Specialist to support the Consolidated Resource Center (CRC) in processing FEMA Public Assistance (PA) projects. The CRC is a centralized hub established by FEMA to streamline the review, validation, and approval of disaster recovery funding applications under the Public Assistance Program. This position requires expertise in cost estimation and prior experience with FEMA PA policies and processes.

  • Develop detailed cost estimates for disaster recovery projects submitted through the CRC, ensuring adherence to FEMA Public Assistance guidelines and federal regulations.
  • Evaluate project scopes, labor, materials, equipment, and other cost components for eligibility and reasonableness.
  • Analyze costs for projects across all categories (A-G), including debris removal, emergency protective measures, and infrastructure repair and restoration.
  • Utilize FEMA’s Grants Portal and CRC-specific tools to manage project documentation and cost data.
  • Prepare accurate and detailed reports summarizing cost evaluations for submission to FEMA and applicants.
  • Ensure all documentation is complete and aligns with FEMA PA program requirements and CRC workflows.
  • Coordinate with FEMA, CRC teams, applicants, and other stakeholders to clarify project details and resolve cost-related inquiries.
  • Provide guidance to applicants on cost documentation and eligibility requirements.
  • Communicate findings and recommendations effectively to project reviewers, applicants, and leadership teams.
  • Ensure cost estimates comply with FEMA PA policies, federal regulations, and applicable state and local codes.
  • Participate in audits and reviews to validate cost documentation and address discrepancies.
  • Maintain a focus on accuracy, consistency, and adherence to CRC processes and FEMA standards.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Finance, or a related field preferred; equivalent professional experience will be considered.
  • Minimum of 2-5 years of experience in FEMA Public Assistance, disaster recovery, or cost estimation.
  • Previous involvement with CRC workflows or FEMA’s Grants Portal is highly desirable.

  • US Citizen
  • Computer literacy a must - MS Office Suite
  • Excellent written and verbal communication skills

Skills and Abilities

  • Strong knowledge of FEMA PA program policies, CRC processes, and cost estimation principles.
  • Proficiency in Microsoft Office Suite, particularly Excel, and familiarity with cost estimation software or tools.
  • Excellent organizational skills with the ability to manage multiple projects simultaneously.
  • Strong written and verbal communication skills, with the ability to explain technical concepts clearly.

Preferred Qualifications

  • Certification in cost estimation, project management (PMP), or disaster recovery.
  • Experience with large-scale disaster recovery efforts or similar centralized review processes.
