Role Description
We are seeking a people-focused Talent Acquisition Specialist responsible for sourcing, attracting, and hiring top talent to support Luster National’s hiring goals across infrastructure consulting programs and project-based initiatives. This role supports recruiting for a range of positions including inspectors, engineers, project managers, and other project delivery professionals supporting major infrastructure programs across highways, roads and bridges, transit (bus and rail), aviation (international airports), and water markets.
The ideal candidate will have a strong sourcing mindset, excellent communication skills, and the ability to build trusted relationships with hiring managers and candidates. Success in this role requires the ability to recruit across a range of experience levels while maintaining accurate documentation and organized recruiting workflows in a structured, process-driven program environment. This role requires proactive direct sourcing and candidate outreach rather than reliance on inbound applicants or job board responses.
Because Luster National operates within a quality-driven environment aligned with ISO 9001:2015 standards, this role also requires a strong sense of ownership, attention to detail, and pride in producing high-quality work that supports transparency, accountability, and consistency in recruiting practices.
This is a long-term, full-time, remote position that requires limited travel on occasion for internal meetings or recruiting events. Candidates must be based in the continental United States, with a strong preference for candidates located on the West Coast.
Responsibilities
- Conduct full lifecycle recruiting across a range of positions supporting engineering, infrastructure, construction, and other program-based environments, as well as internal organizational roles as needed.
- Work closely with hiring managers to understand staffing needs and coordinate recruiting activities for project-based hiring.
- Source and engage qualified candidates through targeted search strategies, professional networks, and industry-specific recruiting channels.
- Coordinate the recruiting process including job posting development, candidate screening, interview scheduling, candidate evaluation support, and offer coordination.
- Build and maintain candidate pipelines to support current hiring needs and anticipated program staffing requirements.
- Maintain data accuracy and organized records within recruiting platforms, including applicant tracking systems and sourcing tools.
- Track recruiting activity to support reporting and visibility into hiring progress.
- Represent the organization at career fairs, recruiting events, webinars, and other talent outreach activities.
- Stay current on employment laws, recruiting best practices, and industry trends impacting talent acquisition.
- Identify opportunities to improve recruiting processes and leverage technology to increase efficiency.

Minimum Qualifications
- Bachelor’s degree in human resources, business administration, project management, or related field, or equivalent combination of education/experience.
- 8+ years’ work experience as a recruiter/talent acquisition specialist in engineering, infrastructure, construction, or other program-based environments.
- Experience conducting direct sourcing using a variety of search techniques, professional networks, referrals, and industry channels, beyond reliance on job postings alone.
- Experience conducting candidate interviews and evaluating candidates against defined role requirements and hiring leader expectations.
- Experience applying structured candidate screening and evaluation methods to assess qualifications, technical alignment, and overall fit.
- Experience using recruiting data and activity metrics to guide sourcing efforts, track pipeline health, and improve recruiting outcomes.
- Experience maintaining detailed documentation within applicant tracking systems, preferably Greenhouse.
- Strong proficiency with Applicant Tracking Systems (e.g. Greenhouse), Office 365, MS Teams, and MS SharePoint.
Preferred Qualifications
- CIR, ACIR, or other related industry recognized sourcing certification.
Compensation Details
Expected Salary: $75k-$110k/year ($36-$53/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the level of the position and the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
