Job Description
Role Description
The Fiscal Officer II is responsible for providing administrative support to the Fiscal Officer III related to managing and administering the financial operations of the department. In conjunction with the Fiscal Officer III, the Fiscal Officer II assists with the management and administration of a comprehensive multi-revenue source annual budget to achieve the financial/programmatic goals and objectives of the department.
This position supports the Fiscal Officer III in the performance of financial managerial duties to ensure fiscal conformance with established generally accepted accounting principles, utilization of standard cost accounting principles and practices, and standardized compliance activities related to compliance with local, state, and federal regulations applicable for the utilization of departmental funds.
A person in this position is expected to demonstrate the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.
Qualifications
- Two years as a Fiscal Technician and six college credits in accounting, or
- One year of accounting and/or budgetary experience and a business-related Bachelor’s degree from an accredited college or university that includes six college credits in accounting; or
- Three years of accounting and/or budgetary experience and a business-related Associate’s degree from an accredited college or university that includes six college credits in accounting; or
- Five years of bookkeeping experience and six college credits in accounting; or
- Any equivalent combination of experience and training that includes or is supplemented by six college credits in accounting.
- Strong working knowledge of budgets, spreadsheets and interpreting audits.
- Working knowledge of state regulations.
- Working knowledge of contract management.
- Working knowledge of accounting/budgeting principles.
- Excellent verbal and written communication skills.
- Flexible with strong time management and organizational skills.
- Strong interpersonal, customer service, and negotiation skills.
- Accurate and detail-oriented with an ability to monitor contracts.
- Ability to interface effectively with all levels of county management.
- Ability to work independently and proceed with objectives.
- Ability to organize, monitor and analyze financial data using various accounting systems and records.
- Ability to organize and complete various fiscal summary reports.
- Professionalism and the ability to handle confidential matters.
- Ability to handle and resolve recurring problems.
- Ability to establish priorities (remain focused on daily operations).
Requirements
- Master’s degree in accounting, finance or other job-related degree (preferred).
- Three years of experience in fiscal planning (budgeting and procurement) and/or accounting (preferred).
- Three years of experience in managing contracts (preferred).
- Three years of auditing experience (preferred).
- General knowledge and understanding of County of Chester policies and procedures (preferred).

While performing the duties of this position, the employee is frequently required to sit and talk or hear.
