Job Summary:

The Executive Consultant provides senior level leadership support to the agency's two Deputy Directors (DD). The role is responsible for preparing high-quality executive materials, managing agency policy development and review, tracking issues and action items across divisions, and representing the agency and DDs in various internal and external meetings.

Major duties and responsibilities include but are not limited to:
• Provides direct senior level leadership support to the agency's two Deputy Directors (DD) by managing priorities, coordinating activities, and ensuring timely follow-up on assignments and decisions. Tracks issues, deadlines, risks, and action items across multiple programs to ensure alignment with executive direction. Gathers, synthesizes, and evaluates information to support leadership decision-making.
• Represents the DDs and the agency in meetings, work-groups, and external engagements. Builds and maintains strong working relationships with internal teams, partner organizations, community groups, and other stakeholders. Communicates executive priorities with clarity and professionalism.
• Drafts, reviews, and edits a wide range of executive-level documents, including briefings, reports, policy documents, correspondence, and presentations. Ensures all written materials meet high standards for accuracy, clarity, organization, and tone. Prepares summaries and recommendations for leadership based on collected data and analysis.
• Manages the development, review, revision, and implementation of agency policies. Ensures policies meet regulatory requirements and are clearly written, consistent, and accessible. Coordinates policy review cycles and engages subject-matter experts when needed.
• Supports cross-divisional initiatives to advance agency goals and improve internal processes. Identifies opportunities for operational improvements and recommends solutions. Provides logistical, analytical, and organizational support for special projects as delegated by the DDs.

Knowledge, Skills & Abilities (KSAs):

Qualifications:

Arizona Driver's License.

Minimum:
• Bachelor’s degree, plus 10 or more years of related experience in a related discipline (or equivalent experience).

Preferred:
• Master's degree in Public Administration, Policy, Communications, Business Administration, or a related field. Experience providing executive-level support, policy management, or strategic coordination. Experience working in a state agency or government environment. Experience drafting, managing, or implementing policy. Experience representing executives or leadership teams.

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record for the last 39 months including no DUI, suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintain valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed. 

If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.
