| Job Summary: |
This position is responsible for efficient Manages highway construction projects. Administers highway construction contracts, Including determining acceptability of materials furnished and work performed. Construction administration to ensure compliance with State and Federal requirements. Administers ITS and highway construction contracts, including determining acceptability of materials furnished and work performed; and documents contract supplemental agreements, with approval authority up to $200,000. Authority to suspend contract work. Participate and represent ADOT in various meetings, conferences and/or seminars. Ensures ADOT, consultants and contract employees comply with all applicable safety and environmental standards. Supervises field office staff, consisting of project supervisors, team leaders, field Inspectors, office technicians and consultants, including hiring, scheduling training and work assignments; performance appraisals and counseling, promotions and other personnel actions including disciplinary actions. Manages field office budget, vehicle fleet, information technology equipment, other fixed assets and expendables. Model ADOT values through leading, coaching and developing problem solvers to implement and sustain a continuous improvement culture. Leaders are accountable, transparent, and communicative as they foster an inclusive, diverse, and safe environment.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Evaluate progress of highway construction projects. Review material sampling and testing project inspection and contract payments. Confer with Internal and external agencies to resolve conflicts at lowest level possible, escalate as needed. Write, track and implement contract supplemental agreements as needed. Ensure that contractor complies with all applicable safety and environmental standards
Research, analyze, interpret, recommend changes to, and Implement highway construction standards and procedures, including standard specifications and drawings, project plans and special provisions, relevant safety, environmental, and local-government standards, and highway construction materials, equipment and standard practices.
Participate and represent the field office, district, division at ADOT meetings, conferences, seminars and other Information presentation, problem-solving and/or decision-making sessions.
Supervise field office staff including hiring, performance appraisals, counseling, promotions and other personnel actions, including disciplinary actions. Schedules training, work assignments, promoting and enforcing safety, Manage field office budget, vehicle fleet, information technology equipment, other fixed assets and expendables.
| Knowledge, Skills & Abilities (KSAs): |
KNOWLEDGE OF:
- Principles and practices of civil engineering applied to construction of the state highway system.
- Federal, State, ADOT and relevant local standards pertaining to highway construction, environmental protection, public relations, safety, personnel supervision, procurement, vehicle operation and fixed asset management. Fiber optic and communication networks, installation, inspection, and/or testing and/or Traffic Management Systems.

SKILL IN:

- Verbal and written communications in fluent English.

| Selective Preference(s): |
Masters Degree in Civil Engineering, Public or Business Administration or other field closely related to ADOT highway construction contract administration.
| Pre-Employment Requirements: |
B. S Degree in Civil Engineering or other field closely related to highway construction. Professional Engineer (P.E.) License for the state of Arizona or proof of eligibility tor reciprocity at time of appointment.
Valid Driver's License - This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
