Role Description
The Project Manager leads the field execution of assigned federal construction projects within QGS’s Acquire–Comply–Execute lifecycle. This position owns the day-to-day delivery of safety, quality, cost, schedule, and compliance performance. The Project Manager collaborates closely with the Program Manager and enterprise functional teams—Safety/Quality, Finance, HR, Supply Chain, Cyber/IT, and Compliance—to deliver predictable results, drive continuous improvement, and contribute to QGS’s sustainable growth and operational excellence.
- Project Ownership & Leadership: Own execution of assigned projects from inception through completion, including assigning Integrated Project Teams (IPT).
- Stakeholder Management: Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and project success.
- Budget and Resource Management: Develop and manage baseline budgets using approved Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS).
- Schedule & Scope Management: Develop and maintain a baseline schedule using Primavera P6 or MS Project.
- Program Management Alignment: Provide Program Management with transparent, data-driven reporting of all safety, cost, and schedule metrics.
- Client Partnership: Work directly with client project management staff and stakeholders to ensure requirements are met.
- Compliance and Risk Management: Ensure full compliance with FAR/DFARS, DCAA audit standards, CUI protection, and ISO 9001 quality system requirements.
- Team Leadership: Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence.
- Reporting: Prepare weekly progress reports, three-week look-ahead schedules, updated risk logs, and cost/schedule metrics (CPI, SPI).
Qualifications
- Minimum 7 years managing federal construction projects ≥$5M (DOE, DoD, NAVFAC, USACE, or similar).
- Bachelor’s in Construction Management, Engineering, or related field (Master’s preferred). Equivalent field experience may be considered.
- PMP required within 12 months of hire; OSHA 30 required (QGS will support if candidate does not have upon hire); USACE/NAVFAC QC Manager preferred; additional certifications such as PgMP, ITIL, or Six Sigma are a plus.
- Working expertise in FAR/DFARS, DCAA requirements, NIST 800-171, ISO 9001 and NQA-1.
- Proficiency in project management software (e.g., MS Project, Primavera, or equivalent), cost control tools and advanced knowledge of Microsoft Office Suite.
- Proven leadership, communication, and decision-making in a matrix environment.
- Ability to obtain and maintain a federal security clearance; background check required.

- Familiarity with agile methodologies and tools for project management.
- Demonstrated success in managing both small- and large-scale state or federal programs.
