The Digital Strategist will work closely with the Director of the Office of Public Affairs-Digital division, business unit content teams, IT specialists, and contractor teams to define the strategic direction and ensure implementation aligns with the agency’s mission to enhance customer experience and improve operational outcomes. • Identify technical and resource requirements to execute the new digital framework.
  • Conduct stakeholder engagement and design participatory methods for gathering feedback and increasing awareness/adoption of ITA initiatives.
  • Translate business needs into written project plans, identifying problems, background, success criteria, timelines, risks, and resource allocation.
  • Create clear and actionable technical requirements and developer tickets from non-technical project needs.
  • Define and track meaningful digital metrics and KPIs that support data-informed decision making, enabling ITA to measure performance, evaluate progress, and optimize digital content and resources.
  • Guide teams in the ongoing use of data and user behavior to inform decisions to optimize and iterate digital services.

Qualifications

  • Bachelor’s degree in digital Strategy, Communications, UX Design, Information Architecture, Public Administration, or a related field.
  • The ability to obtain and maintain a public trust clearance once hired.
  • 7–10 years of professional experience in digital strategy, content architecture, UX, or related areas.
  • Proven experience leading website transformation projects within large organizations or government environments.
  • Expertise in content auditing, content strategy, and structuring complex information for public-facing websites.
  • Strong background in user research, stakeholder engagement, and business process analysis.
  • Ability to develop strategic frameworks and actionable implementation plans.
  • Proficiency in translating business needs into technical deliverables for developer teams (e.g., user stories, requirements documents).
  • Demonstrated success working in agile and iterative development environments.
  • Strong communication, facilitation, and collaboration skills.

Preferred Qualifications
