Protective is seeking an experienced Product Compliance Director to lead the contract development and regulatory filing function for our Employee Benefits Division. This role provides essential support across group life, supplemental health, and disability products, ensuring all forms, contracts, and filings meet state regulatory requirements while aligning with product strategy and enhancing the customer experience. This leader will oversee a small team of compliance professionals and serve as a key partner to Product Development, Legal, Internal Systems, Claims, New Business, Insurance Administration, and Corporate Compliance. The ideal candidate brings deep product knowledge, strong technical expertise, and the ability to anticipate regulatory needs in a fast‑moving environment.
Key Responsibilities

Form Development & Regulatory Compliance
- Lead the drafting, refinement, and maintenance of policy forms and contracts in alignment with product specifications and state regulatory requirements.
- Oversee all state filings through SERFF (System for Electronic Rates Forms and Filing) and I‑File, ensuring accuracy, timeliness, and adherence to evolving regulations.
- Provide expert guidance to internal partners on regulatory impacts to product design, feature enhancements, and new product introductions.
- Maintain strong working knowledge of state‑specific filing rules across multiple jurisdictions.

Leadership & Team Management
- Manage, coach, and develop individual contributors responsible for drafting, filing, and compliance support.
- Conduct performance evaluations, deliver feedback, and identify training or skill‑development opportunities.
- Foster a collaborative, high‑performance environment focused on quality, efficiency, and continuous improvement.

Cross‑Functional Collaboration
- Partner with Product Development, Legal, Claims, Compliance, New Business, Internal Systems, and Insurance Administration to deliver compliant, market‑ready forms and filings.
- Provide strategic insight to senior management regarding regulatory trends, competitive changes, and industry developments that may impact the EB portfolio.

Industry Participation
- Represent Protective in selected industry groups and trade associations on compliance and product‑related matters (light travel required).

- Strong technical and analytical expertise related to contract language, state filing requirements, and regulatory frameworks

Required Knowledge
- Deep knowledge of group life and health products.
- Strong understanding of SERFF and I‑File systems.
- Expertise in multi‑state filing requirements, compliance frameworks, and product regulations.
- Familiarity with form drafting conventions and contract structure.
Minimum Requirements
- 10+ years of insurance experience with a focus in regulatory or product compliance.
- Experience with group life and health products.
- Form drafting and state filing experience.
- Proficiency with SERFF (System for Electronic Rates and Forms Filing) and I‑File.
- Leadership experience managing and developing teams.
- Strong communication, negotiation, organizational, and technical skills.
- High School Diploma or equivalent.
Preferred Qualifications
- Bachelor’s degree.
- Paralegal certificate or relevant legal experience.
- Industry designations (e.g., FLMI, AIRC, ACS).
- Experience representing a carrier in industry associations.
- Proven adaptability in dynamic environments (e.g., new product initiatives, mergers, acquisitions).
Salary
Protective’s targeted salary range for this position is $92,000 to $120,000. Actual salaries may vary depending on factors, including but not limited to, job location, skills, and experience. The range listed is just one component of Protective’s total compensation package for employees. This position also offers additional incentive opportunities through an annual incentive based on individual and Company performance.
