Role Description
WSDOT is seeking a skilled professional to serve as a Relocation Specialist (PAS4) within the Headquarters Real Estate Services (HQ RES) team. In this role, you will independently and with limited supervision deliver statewide relocation assistance and advance WSDOT’s mission to provide safe, reliable, and cost-effective transportation. As a key member of the HQ Relocation Assistance program, you’ll provide expert guidance on complex residential and non-residential relocations, ensuring compliance with federal and state regulations and agency policies.
Among the varied range of responsibilities held within this role, the Relocation Specialist will:
- Independently provides relocation assistance that is considered complex and non-complex in nature for both residential and non-residential displacements.
- Attend project meetings on-site, in the office, and virtually to gain an understanding of project details and schedules.
- Perform on-site fieldwork, including project relocation needs assessment, personal occupancy survey interviews, comparable housing inspections, and on-site in-person notification delivery and advisory services.
- Prepare Relocation Assistance Plans.
- Assist displaced people with Advisory Services.
- Investigate and determine relocation eligibility based on in-person contacts and interviews.
- Prepare and deliver required notices.
- Calculate and explain relocation entitlements.
- Present relocation entitlements to displaced persons.
- Inspect replacement housing for compliance with decent, safe, and sanitary standards and monitor move activities.
- Assist displaced people in filing relocation assistance claims and processing claims for review, approval, and payment.
- Maintain, complete, and review all relocation activities and documents to ensure a final relocation file, complying with federal regulations and state law, is preserved on record.
Qualifications
- Regulatory & Technical Expertise: Applies expert knowledge of federal relocation regulations (49 CFR Part 24), the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (as amended), and relevant RCW/WAC statutes.
- Independent Judgment & Problem-Solving: Exhibits strong ability to work with limited supervision, manage competing priorities, evaluate risk, make informed decisions, and complete assignments efficiently.
- Communication & Professional Writing: Organizes, develops, and conveys professional correspondence, technical guidance, advisory services, and processes clearly and persuasively.
- Right-of-Way Process Acumen: Understands property rights, interprets right-of-way plans, and integrates knowledge across ROW disciplines.
- Emotional Intelligence & Relationship Management: Demonstrates high emotional intelligence, including self-awareness and adaptability under pressure.
- Training & Instruction: Develops and delivers effective training programs for small and large audiences.
- Technology & Information Management: Proficient in using property databases, GIS, SharePoint, ProjectWise, Microsoft Office Suite, and real estate records management systems.
- Teamwork & Collaboration: Demonstrates ability to contribute effectively to a team-centered work environment.

- Contracting & Procurement Knowledge: Interprets and applies state agency contracting requirements.
- Right-of-Way Engineering & Technical Analysis: Demonstrates ability to review design/build project plans and interpret technical engineering practices.
- Systems & Professional Engagement: Utilizes WSDOT systems and internal processes effectively.
