Job Description
Role Description
"Navitas Partners, LLC" is seeking a Senior Project Manager to lead complex, cross-program initiatives for a large state agency supporting health and human services programs. This role focuses on program implementation and stakeholder management rather than IT systems. The Project Manager will oversee initiatives from planning through launch and stabilization, ensuring clear decision-making, timely delivery of milestones, and effective coordination across multiple partners.
- Lead initiative workstreams, workgroups, and governance forums; prepare agendas, materials, and decision prompts.
- Develop and maintain integrated project plans, including scope, milestones, dependencies, owners, deliverables, and timelines.
- Translate policy and operational requirements into actionable tasks.
- Maintain project artifacts: RACI matrices, RAID logs (risks/assumptions/issues/decisions), action trackers, and status reports.
- Identify risks and issues early; drive mitigation plans, escalation paths, and problem-solving with accountable owners.
- Coordinate across program offices, county partners, providers, managed care organizations, and other stakeholders.
- Support external coordination with federal agencies or partners as needed.
- Assist with change management: communications planning, stakeholder mapping, training readiness, and launch/stabilization checklists.
- Ensure documentation of decisions, including rationale, approvers, and downstream implications.
- Coach junior PMs and independently drive complex initiatives with minimal oversight.
Qualifications
- 7+ years leading large, multi-workstream initiatives with external partners and executive visibility.
- Strong cross-functional coordination skills, able to facilitate productive meetings and drive decisions to closure.
- Proficiency in project management tools: workplans, RAID logs, RACI matrices, change control, and decision/action tracking.
- Ability to work independently, manage ambiguity, and maintain momentum across competing priorities.
- Excellent written and verbal communication skills, including concise status reporting and stakeholder-ready documentation.
Preferred Qualifications
- Experience with Medicaid, CMS-facing initiatives, managed care environments, or health and human services programs.
- Experience with federal-state program implementation, such as Section 1115 demonstrations/waivers.
- Familiarity with government operations, procurement/vendor coordination, or regulatory compliance.
- PMP or equivalent project management certification.
Skills
- Large-scale program management
- Cross-functional coordination
- Stakeholder engagement
- Risk and issue management
- Change management
