Senior Program Manager (Business Architect)

We are seeking a dynamic healthcare professional to drive innovation in utilization management (UM) and Electronic Health Record (EHR) strategy. A key focus of this role is the implementation and optimization of EHR platforms to enable bi-directional data exchange and support Cigna’s strategic business objectives. As Senior Program Manager (Business Architect), you will lead project work and strategic decision-making to lower costs, mobilize EHR data with providers, and ensure compliance with privacy and security standards. Your responsibilities span defining strategic intent, building business cases, collaborating with IT and clinical teams, developing go-to-market strategies, and educating delivery teams on capability needs.

Key Responsibilities:

  • Define strategic intent, scope, product strategy, risks, and benefits in collaboration with matrix partners.

  • Build lean business cases by partnering with multiple stakeholders across the organization.

  • Specify operating models and clarify business functions for solution delivery.

  • Assess existing capabilities and gather requirements for new capabilities.

  • Facilitate cost estimation process and identify operational impacts.

  • Develop Go-To-Market strategies: pricing, performance guarantees, client elections, marketing, reporting, and timing.

  • Facilitate leadership decisions to rank new opportunities against an existing prioritized backlog.

  • Educate delivery teams on strategic intent, scope, and capability needs.

  • Stay engaged in execution to ensure strategic intent is achieved; assist in facilitating decisions and resolving key issues/risks.

  • Monitor timeliness of execution and value realization along the targeted benefits schedule.

EHR Platform-Specific Responsibilities:

  • Lead integration and optimization efforts for Epic Payer Platform and other EHR systems.

  • Collaborate with IT and clinical teams to ensure seamless data exchange between payer and provider systems.

  • Analyze workflows and recommend improvement opportunities across the enterprise by leveraging EHR capabilities.

  • Oversee implementation of new features or modules within EHR platforms to meet business requirements.

  • Ensure compliance with data privacy and security standards during implementation.

  • Train and support stakeholders on EHR platform functionalities relevant to payer operations.

  • Partner with business leads to monitor project performance and troubleshoot issues.

Qualifications & Competencies:

  • Bachelor’s degree required; master’s degree (MBA, MHA, MPH) preferred.

  • 5+ years’ experience as a Program Manager, Business Analyst or Business Architect.

  • Healthcare insurance experience is highly preferred.

  • Demonstrated hands-on experience with Electronic Health Records (EHR) platforms like Epic, Oracle Cerner, Athena, etc. highly preferred.

  • Experience implementing clinical programs (utilization management, level/site of care).

  • Experience with process modeling tools (IBM Blueworks Live, MS Visio).

  • Agile/Project Management certification (PMI, CSM, SAFe) or Six Sigma preferred.

  • Proficient in Microsoft Office.

  • Strong business acumen and ability to quickly learn new business areas.

  • Excellent verbal, written, and presentation skills.

  • Ability to lead and influence in direct and matrixed environments.

  • Self-directed, results-driven, and comfortable with ambiguity and change.

  • Some travel required (10%).

If you will be working at home occasionally or permanently, the internet connection must be obtained through a cable broadband or fiber optic internet service provider with speeds of at least 10Mbps download/5Mbps upload.

For this position, we anticipate offering an annual salary of 116,100 - 193,500 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
