Job Description

• Establish goals and plans that meet project objectives. • Has domain and expert technical knowledge. • Responsible for budget and investment management, including portfolio management and capital planning. • Handle change management, program management, budget formulation, budget execution, financial management, and performance management tasks.

Job Requirements

Currently holds or is able to obtain a Secret security clearance.
10+ years’ experience in IT architecture, Federal budgeting and investment management
Minimum three (3) years ServiceNow certification, including budget and business analysis, and investment management.
A Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-BPA) credential is highly desirable.
Experience understanding business requirements and translating them into technical solutions.
Experience designing the structure, components, and interfaces of a system.
Experience ensuring the solution meets functional and non-functional requirements (e.g., performance, security, scalability).
Experience working with various stakeholders (business, development, operations).
Experience in directing and controlling activities for an organization, having overall responsibility for financial management, methods, and staffing.
Experience in transforming stakeholder needs and visions into viable solutions.
Experience in producing measurable results cultivated by industry evolution, academic improvements, and government modernization efforts.
Experience utilizing innovation design concepts, rapid design models, iterative design thinking, Lean Agile and SAFe Extreme Prototyping methods.
Experience with negotiations and interfacing with senior management.
Experience applying principles defined by the Project Management Body of Knowledge.
Experience in Organizational Development analysis to support As-is and To-be models.
Experience in achieving data quality assurance and data integration.
Experience in IT Portfolio Management methodologies and processes, strategic planning, and trend analysis.
Experience with the Capital Planning and Investment Control (CPIC) process.
Experience assessing and interpreting budget and reporting directives.
Experience conducting business and technical analysis by facilitating working group sessions.
Experienced in Federal budget life cycle and investment portfolio management practices.
Demonstrated experience in automating workflows, data management, and reporting using ESM tools like ServiceNow.
