Job Description

• Provide support for the Army's Headquarters Installation Information System (HQIIS) by extracting, modeling, and validating data with SQL, Python, and Power BI to deliver decision-ready reporting. • Identify process gaps and plan, build, and deploy low-code solutions on Microsoft Power Platform, including Power Apps, Power Automate, and Dataverse, to reduce manual work and improve data quality. • Responsibilities include designing secure datasets and DAX models, developing ETL routines, integrating on-prem and cloud sources through the data gateway, and implementing row-level security and incremental refresh. • Document business rules, produce clear user guides, brief findings and recommendations to installations, and train users to adopt BI and Power Platform solutions. • Build Power BI datasets, models, and dashboards using DAX and Power Query to drive decisions. • Write advanced SQL and Python for ETL, data validation, API ingestion, and automation. • Design, plan, and deliver low-code apps on Microsoft Power Platform: Power Apps (canvas and model-driven), Power Automate flows, and Dataverse schemas and roles. • Configure row-level security (RLS), incremental refresh, and performance tuning in Power BI. • Integrate on-prem and cloud sources via the on-premises data gateway and standard or custom connectors. • Collect, organize, and maintain governed datasets and documentation following best practices. • Assemble large, complex data sets aligned to business rules with built-in QA/QC checks. • Identify and prioritize process improvement opportunities; automate recurring tasks to reduce manual work. • Create ad hoc reports and self-service analytics from SQL Server, SharePoint, Excel, and other sources. • Establish environment and DLP guardrails; monitor usage, access, and data movement. • Create concise user guides and job aids; train users on Power BI and Power Platform solutions. • Organize and brief findings and recommendations to government and installation stakeholders. • Support data quality remediation by codifying business rules in SQL, DAX, and Python.

Job Requirements

  • Degree in Computer Science, Statistics, Information Systems, or other technical or business field preferred
  • 4–5 years in BI or data analytics building ETL and data models with Microsoft SQL Server and Power BI in on-prem and Azure environments
  • Advanced SQL skills for complex, optimized queries, stored procedures, indexing, and performance tuning
  • Proficiency in Python for ETL, data validation, automation, API ingestion, and QA using libraries such as pandas and requests
  • Power BI expertise in semantic modeling, DAX, Power Query (M), row-level security, incremental refresh, and report performance
  • Hands-on Microsoft Power Platform experience: building canvas and model-driven Power Apps with Dataverse and Power Fx, creating Power Automate flows, integrating standard connectors, and using the on-premises data gateway
  • Application staging and production using Dev, Test, and Prod environments
  • Strong understanding of data visualization and UX best practices; ability to craft clear, executive-ready stories from data
  • Experience reconciling and matching records across systems with documented business rules and data quality checks
  • Working knowledge of statistics for practical analysis and testing
  • Experience building basic ML models using Python or cloud tools preferred
  • Experience with technical writing, and creating user guides or training materials
  • Effective public speaking and briefing skills for government audiences
  • Per Government contracting requirements, the candidate must be able to clearly speak, read, and write in the English language, be a US citizen, as well as pass and maintain a National Agency Check Investigation.
