• Assist the Program Manager in the overall planning, coordination, and execution of program activities. • Lead and manage PMO operations, including process development, governance, documentation, and performance tracking. • Lead and manage the Task Order Managers. • Oversee project schedules, resources, deliverables, and program performance metrics. • Manage task order execution, including tracking, compliance, and reporting. • Drive budgeting, financial forecasting, cost control, and financial reporting efforts. • Monitor program risks and implement mitigation strategies. • Act as the primary point of contact in the Program Manager’s absence. • Facilitate collaboration among cross-functional teams, subcontractors, clients, and external partners. • Ensure adherence to organizational policies, contract requirements, and regulatory standards. • Prepare detailed reports, dashboards, and executive briefings for senior leadership and stakeholders. • Lead continuous improvement initiatives to enhance program and PMO effectiveness. • Support resource management and prioritization across the program portfolio. • Ensure thorough documentation and record-keeping for all program and PMO activities. • Foster a positive, productive team environment and mentor junior staff. • Oversee the PM Center of Excellence: Defining PM SOP and reporting to drive consistency across the program. • Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation. • Directs program activities to meet client and organization work objectives and serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems. • Supervises the business development activities at all stages, including the preparation and review of technical and cost proposals. • Supervises program financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement. • Coordinates and monitors sub-contractor activities and administers subcontractor deliverables and finances. • Prepares and provides various reports and technical reviews to senior management as requested. • Ensures compliance with relevant corporate and government policies and standards.
