Job Description

The Operations Manager leads and supervises the Navy ID Card Administration (ICA) workforce and serves as the POC to address and resolve day-to-day performance and quality issues. Lead and supervise onsite contract staff to ensure effective service delivery and full compliance with performance standards. Monitor site staffing levels, oversee position fill actions, and ensure continuity of operations. Disseminate program information, updates to ICA policies and procedures, and operational communications to field personnel. Execute, manage, and continuously improve the contract Quality Control Program. Serve as the primary POC for the COR and Government QCM/SPAR to resolve daily performance, operational, and quality concerns. Ensure that all contractual requirements, performance metrics, and service levels are met or exceeded. Coordinate with corporate leadership, HR, Scheduling, and other functional units to ensure workforce readiness and compliance. Review operational data, identify trends, and implement process improvements to enhance efficiency and service delivery. Support government inspections, audits, and program reviews; prepare required documentation and reporting. Provide leadership, mentorship, and direction to field personnel to ensure optimal performance, morale, and professionalism. Develop and maintain operational plans, procedures, and documentation to meet contract and regulatory requirements. Ensure adherence to safety, security, and compliance standards across all assigned sites. Maintain situational awareness of staffing, operational risks, and mission needs; proactively address issues as they arise.

Job Requirements

  • Bachelor’s degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied sciences, or a management discipline such as business administration, accounting, finance, economics, management information technology; OR
  • A minimum of 5 years of relevant experience in lieu of a degree.

  • Strong leadership and supervisory skills, with experience directing dispersed field teams.
  • Ability to interpret and implement program policies, procedures, and contractual requirements.

  • Strong organizational and analytical skills, with the ability to manage multiple priorities.
  • Experience working within federal government service delivery or government contracting environments (preferred).
  • Demonstrated ability to resolve operational challenges and maintain high-quality service standards.
  • Proficiency in Microsoft Office tools, reporting, and operational documentation.
