Under general direction, develops functional specifications and coordinates the implementation and testing of modifications and enhancements of human capital management business systems in the areas of human resources, payroll, and/or retirement reporting; performs a variety of analytical and technical duties in support of fiscal and reporting compliance for Los Angeles County Office of Education (LACOE) and/or its client agencies. The Well Qualified Candidate Will Possess the Following Knowledge: Terminology, methods, practices, and techniques of design, administration, research, testing, and assessment of human resources, payroll, and retirement reporting business systems Applicable federal, state, and local laws related to human resources, payroll, and retirement Human resources, payroll, and retirement reporting policies and procedures Financial recordkeeping and spreadsheet and database management Public agency accounting principles and practices Principles and practices of project management Basic arithmetic Appropriate methods of training, group facilitation, and instructional techniques Microsoft Office Word, Excel, PowerPoint, and other Microsoft Office applications Competencies: Analyzing & Interpreting Data - Drawing meaning and conclusions from quantitative and/or qualitative data Critical Thinking - Analytically and logically evaluating information, propositions, and claims Decision Making – Choosing optimal courses of action in a timely manner Legal & Regulatory Navigation - Understanding, interpreting, and ensuring compliance with laws and regulations Professional & Technical Expertise - Applying technical subject matter to the job Using Technology - Working with electronic hardware and software applications Action & Results Focus - Initiating tasks and focusing on accomplishment Informing - Proactively obtaining and sharing information Presentation Skill - Formally delivering information to groups Customer Focus - Attending to the needs and expectation of customers Relationship Building - Establishing rapport and maintaining mutually productive relationships Teamwork - Collaborating with others to achieve shared goals Business Process Analysis - Defining, assessing, and improving operational processes and workflow Leveraging Technology - Applying technology for improvements in organizational efficiency and effectiveness Project Management – Planning and tracking projects to ensure they are on-time, on-budget, and achieve their objectives Cultural Proficiency – Modeling communications and interactions that respect and include all individuals and their languages, abilities, religions, and cultures Required Education and Experience A bachelor's degree from an institution of higher learning recognized by the Council for Higher Education Accreditation AND three years of experience providing customer support and conducting system testing within human resources, payroll, or retirement reporting automated business systems. OR An associate's degree or equivalent college units (60 semester or 90 quarter units) from an institution of higher learning recognized by the Council of Higher Education Accreditation AND five years of experience providing customer support and conducting system testing within human resources, payroll, or retirement reporting automated business systems. OR A current professional certification in one of the following: Certified Payroll Professional (CPP), Professional in Human Resources (PHR) Certification, Human Resource Information Professional (HRIP) Certification, Society for Human Resource Management Certified Professional (SHRM–CP) or equivalent AND seven years of experience providing customer support and conducting system testing within human resources, payroll, or retirement reporting automated business systems. OR An associate's degree or equivalent college units (60 semester or 90 quarter units), from an institution of higher learning recognized by the Council of Higher Education Accreditation AND current professional certification in one of the following: Certified Payroll Professional (CPP), Professional in Human Resources (PHR) Certification, Human Resource Information Professional (HRIP) Certification, Society for Human Resource Management Certified Professional (SHRM–CP) or equivalent AND three years of experience providing customer support and conducting system testing within human resources, payroll, or retirement reporting automated business systems. Additional Requirements: Foreign degrees and credit units require translation and equivalency established by an agency recognized by the Commission on Teacher Credentialing. A valid California driver’s license and the availability of private transportation or the ability to provide transportation between job sites is required. Hybrid remote schedules may be available.
