The Office of Civil Legal Aid (OCLA) is an independent judicial branch state agency, created with the understanding that the provision of legal aid services to indigent persons is an important component of the state’s responsibility to provide for the proper and effective administration of justice. The mission of the Office of Civil Legal Aid is to secure, invest and oversee the use of public funding for civil legal aid to low-income people in Washington State and to ensure accountability for public funds dedicated to the purpose. Since 2005, OCLA has administered and overseen general civil legal aid in Washington. The agency supports numerous other programs including legal aid to victims of crime and domestic violence, children in foster care, kinship caregivers, indigent tenants facing eviction, and individuals reentering society following completion of their terms of incarceration.

Role Description

This position creates data management monitors and processes to ensure quality standards are met for data collected and/or utilized by behavioral health programs and providers across Washington.

  • Lead and support Behavioral Health Data Infrastructure (BHDI) projects for data quality processes and source improvements.
  • Provide strategic and tactical data integrity ingestion testing to verify the integrity of behavioral health care data.
  • Ensure that all environments are kept in sync, as data patches, refreshes, and data conversion corrections are applied.
  • Establish agency-wide metadata standards to ensure consistent and accurate information is available to analysts and users.
  • Eligible to telework; typically not required to report on-site.
  • Reports to Olympia, WA; frequency of onsite work will vary based on business and operational needs.

Qualifications

  • Seven (7) years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.
  • Associate degree and five (5) years of relevant experience.
  • Bachelor’s degree and three (3) years of relevant experience.
  • Master’s degree and one (1) year of relevant experience.
  • Three years as an Entry Level IT Professional in state service.
  • Three (3) years of experience working with a large data warehouse.
  • Intermediate knowledge and experience writing SQL code, Java, and Python performance tuning.
  • Three (3) years of experience utilizing data quality testing methodologies.
  • Three (3) years of experience in interface development using SQL Server Integration Services (SSIS) or equivalent software.

  • Experience with behavioral health data warehouses.
  • Experience with behavioral health systems.
  • Experience in creating reports using Power BI or similar BI tool software.
  • Experience with any helpdesk ticketing system.
