Role Description
This role ensures CACI’s learning experiences are consistent, high quality, and scalable. As the Learning Architecture & Governance Manager, you will define how learning is structured and maintained across the enterprise by setting clear standards, templates, quality gates, and content lifecycle practices.
- Own learning architecture and governance, defining the structural blueprint, standards, workflows, and decision rights that ensure consistency and scalability across the learning ecosystem and tiered service levels.
- Define and implement a governance decision framework with clear roles, approval gates, and stakeholder engagement processes.
- Publish and maintain design, delivery, accessibility, quality, and measurement standards for enterprise learning.
- Create and curate reusable templates, prototypes, facilitator guides, and other scalable assets; promote consistent reuse across business lines and functions.
- Establish vendor and contractor governance, ensuring externally developed content aligns with standards and maintains integrity.
- Oversee CoP and Academy governance, including creation criteria, roles, moderation expectations, cadence, and quality assurance.
- Implement capability-building and onboarding for instructional designers, embedded training teams, and CoP leaders to ensure consistent adoption of standards.
- Lead/Support the Training Community of Practice to gather input, co-create templates/processes, and harmonize enterprise training practices across training teams embedded in the business.
- Partner with HRIS on learning technology ecosystem strategy, metadata/tagging schema, content lifecycle rules, and analytics/reporting structures.
- Support intake and prioritization with standards checks and QA gates; guide teams to operate within architectural guardrails.
- Manage a team of Instructional Designers and Community Learning Lead, ensuring strong execution of standards and delivery of innovative learning experiences.
- Partner with the Enterprise Capability Enablement Lead and Talent Development to ensure learning solutions align with architecture, governance requirements, and tiered service levels.
Qualifications
- Required: Bachelor’s degree; 10+ years related experience in instructional design/governance/L&D operations.
- Experience managing large teams or complex projects; ability to influence policies/practices across functions.
- Demonstrated success implementing design standards, governance frameworks, and audits at enterprise scale.
- Strong systems thinking and process discipline.
- Experience managing cross-functional stakeholders.
- Adult Learning Theory, ADDIE, Kirkpatrick model.
- Desired: PMP, change management-related (Prosci); experience with LMS migration, design and content lifecycle management.
- Governance certification (e.g., COBIT Foundation, ITIL Foundation, ISO/IEC 27001 awareness) is a plus.

Pay Range
The proposed salary range for this position is: $95,500-$210,100.
