Job Description
Role Description
This position is in the Health Information Management (HIM) service at the VA St. Louis Health Care System in St. Louis, Missouri. Medical Records Administration Specialist (MRAS) in Veterans Health Administration perform work concerned with the management of a health record program or the provision of services related to medical record administration/health information services. MRAS manage, preserve, analyze, & supervise the use of diagnostic and therapeutic health records management.
Responsibilities
- Assist the Chief and Assistant Chief, Health Information Management and the HIM Department in identifying and setting short- and long-range goals, program objectives and tasks to meet the mission and vision of VHA and VAMC.
- Provide subject matter expertise to Service Line Leaders and medical center staff.
- Interpret and apply The Joint Commission (TJC) standards, VA regulations, and medico-legal requirements.
- Remain current on emerging issues and trends in the HIM field.
- Perform quality improvement projects.
- Conduct various presentations.
- Perform audits and present findings to staff and leadership.
- Analyze and report HIM performance.
- Retrieve data for special studies.
- Serve as a primary resource for VHA leadership.
- Act as a Subject Matter Expert for new technology assessment and usability.
- Documentation corrections.
- Collaborate with clinicians and those who report health record problems.

- Monday - Friday, 8-4:30 pm CST

Qualifications
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- English Language Proficiency: MRAs must be proficient in spoken and written English.
- Experience: Three years of creditable experience in the field of medical records that included the preparation, maintenance, and management of health records and health information systems.
- Education: Successful completion of a bachelor's degree or higher from an accredited college or university recognized by the U.S. Department of Education, with a major field of study in health information management, or a related degree with a minimum of 24 semester hours in health information management or health information technology.
- Experience/Education Combination: Equivalent combinations of creditable experience and education that equals 100 percent may be used to meet basic requirements.

Certification: Persons hired or reassigned to MRA positions in the GS-0669 series in VHA must meet one of the following:
- Coding Certification through AHIMA or AAPC.
- HIM Certification through AHIMA.
- Health Data Analyst Certification through AHIMA.
- Grade Determinations: GS-11, Medical Records Administrator Specialist requires one year of creditable experience equivalent to the next lower grade level or education equivalent to three full years of progressively higher-level graduate education or a Ph.D.
- Demonstrated Knowledge, Skills, and Abilities: Skills in performance and process improvement techniques, ability to advise management and staff, ability to plan and evaluate health information management processes, and ability to determine compliance with legal and ethical guidelines.
Physical Requirements
The work is primarily sedentary. Office setting is adequately heated, lighted and ventilated. Position may require occasional travel within the Health Care System. Work environment involves everyday risks or discomforts which require normal safety precautions.
