The Vice President, Enrollment is a senior operational leader responsible for the strategic oversight and execution of PPL’s eligibility, authorization, and enrollment functions across all programs and markets. This role ensures that consumers and providers experience a seamless, timely, and compliant enrollment journey, while consistently meeting or exceeding service level agreements (SLAs), key performance indicators (KPIs), and budget targets.
Reporting to the COO, the VP, Enrollment leads large, multi-layered operational teams and is accountable for performance management, process optimization, and technology enablement. The VP drives a metrics-driven, consumer-centric culture, balancing regulatory rigor with ease of doing business, and plays a critical role in enabling PPL’s growth, quality outcomes, and operational efficiency.
Key Responsibilities
Operational Leadership & Performance Excellence
- Lead end‑to‑end eligibility, authorization, and enrollment operations with a metrics‑driven operating model, using daily, weekly, and monthly performance indicators at all organizational levels to drive results.
- Establish, monitor, and continuously improve SLAs, KPIs, and contractual performance standards, prioritizing measurable outcomes over task completion.
- Drive disciplined execution through clear accountability, performance transparency, and rapid course correction when targets are at risk.
Consumer & Provider‑Centric Execution
- Design and operate enrollment processes with a consumer‑centric mindset, ensuring ease of doing business while maintaining regulatory and contractual compliance.
- Ensure consumers and providers experience a seamless, timely “good‑to‑go” enrollment experience, with eligibility confirmed and authorizations in place to support continuity of care.
- Balance operational controls with responsiveness and service excellence in high‑volume environments.
People Leadership & Talent Development
- Lead and scale large, complex operational teams, setting clear expectations and holding leaders accountable for performance, quality, and outcomes.
- Build a strong leadership bench by developing talent through coaching, performance management, and succession planning.
- Attract, hire, and retain top operational talent while fostering a culture of ownership, accountability, and continuous improvement.
Process Optimization & Change Leadership
- Serve as a change leader, driving operational transformation in a regulated, high‑volume environment.
- Identify and implement process improvements and technology enhancements that reduce administrative cost, improve quality outcomes, and increase scalability.
- Partner cross‑functionally with Information Technology, Analytics, Legal & Compliance, and Operations to modernize enrollment workflows and enable data‑driven decision‑making.
Financial & Business Accountability
- Manage enrollment operations to meet or beat annual budget targets, aligning staffing, productivity, and cost structures with enrollment volumes.
- Use data and forecasting to optimize resource deployment and support financial planning.
- Maintain strong operational discipline while supporting business growth and market expansion.
Cross‑Functional & Executive Partnership
- Collaborate closely with senior leaders across Operations, Information Technology, Legal & Compliance, and Finance to ensure aligned execution and shared accountability.
- Represent enrollment operations in executive‑level discussions, bringing a clear, outcome‑focused perspective grounded in data and consumer impact.
- Support client, state, and MCO engagements related to enrollment readiness, performance, and operational improvement initiatives.
Requirements:
- Metrics-driven leader with strong operational discipline and comfort managing by performance indicators.
- Consumer-centric operator who designs processes for ease of doing business while maintaining compliance.
- Proven ability to lead and develop large, complex operational teams and hold leaders accountable to outcomes.
- Demonstrated success driving process optimization, continuous improvement, and technology-enabled change.
- Strong executive presence and communication skills; able to translate performance insights into action.
Qualifications:
Education:
Bachelor’s degree in Business Administration, Healthcare Administration, Operations Management, or a related field preferred. Substantial professional experience may be considered in lieu of a formal degree.
Experience:
- 10+ years of progressive leadership experience in operations, enrollment, eligibility, or authorization functions, including 5+ years in a senior leadership role managing large, multi-layered teams.
- Experience in high-volume, regulated environments (healthcare, Medicaid, government programs, insurance, or similar) strongly preferred.
- Background in self-directed care, home care, Medicaid, or payer-adjacent operations preferred.
Working Conditions

Oversight of Enrollment Operations leadership and teams, including eligibility, authorization, and enrollment functions.
Compensation range: $185,000-$205,000 annually
