Kentucky Personnel Cabinet

The Cabinet for Health and Family Services (CHFS) is one of the largest agencies in Kentucky state government, with nearly 6,000 full- and part-time employees located across the Commonwealth focused on improving the lives and health of Kentuckians. The Division of Regulated Child Care (DRCC) is responsible for licensing and certification of child-care providers, as well as residential child caring facilities and child placing agencies. DRCC investigates complaints against these facilities, ensuring that proper regulatory action is in place. This Division plays an intricate part in the health, safety, and welfare of Kentucky's children.

Role Description

The mission of the Kentucky Energy & Environment Cabinet (EEC) is to improve the quality of life for all Kentuckians by protecting our land, air, and water resources by utilizing our natural resources in an environmentally conscientious manner. We do this by helping families connect with nature and preserving the Commonwealth’s natural heritage; and by supporting innovative, resilient, and sustainable energy solutions that together bring economic benefit to the commonwealth.

By joining the Division of Financial Management/Budget Branch in Franklin county, you will have the opportunity to work with a wide variety of agencies impacting the lives of citizens within the Commonwealth. These agencies include:

  • Division of Forestry
  • Division of Water
  • Division of Abandoned Mine Lands
  • Many other vital agencies within the Cabinet serving citizens.

The Budget Branch is in a centralized office serving the entire Cabinet. Responsibilities include:

  • Providing financial oversight for the Cabinet
  • Monitoring revenues and expenditures
  • Analyzing trends
  • Approving documents out of eMARS
  • Compiling agency biennial budget requests
  • Establishing annual operating budgets
  • Meeting with agency leadership to recommend fiscal policy

Qualifications

  • Budgeting, financial analysis, accounting, or applicable experience
  • Proficient in Excel
  • Analytical thinking and strong communication skills
  • Working knowledge of eMARS and KBUD are preferred

Requirements

  • EDUCATION: Graduate of a college or university with a bachelor's degree
  • EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in budget administration, financial analysis and/or forecasting, statistical analysis, accounting, financial auditing, or a related field
  • Substitute EDUCATION for EXPERIENCE: NONE
  • Substitute EXPERIENCE for EDUCATION: Professional experience in budget administration, financial analysis and/or forecasting, statistics, accounting, financial auditing, planning, or a related field will substitute for the required education on a year-for-year basis
  • SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): NONE

Incumbents working in this job title perform duties in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
