Job Description
Role Description
This position will work in the Stormwater Division of the Planning and Development Department and will serve as the Manager of the Stormwater Development Review Section. The primary purpose of this position is to ensure compliance with stormwater regulations concerning development activities from rezoning through as-built reviews. It requires a thorough knowledge of:
- Hydrology
- Hydraulics
- Stormwater control measures (SCMs)
- Regulatory requirements, including the review of proposed requirements
Essential skills include:
- Vision, planning, organization, and leadership abilities for continuous process improvements
- Excellent customer service skills
- Strong verbal and written communication skills
- Solid project management and administrative skills
- Working knowledge of databases (Excel/Access) and ArcGIS
Other duties include:
- Policy development
- Ordinance revisions
- Contract development
- Hosting seminars
- Performance measure reporting
- Overseeing annual reports
- Providing administrative, technical, and contractual support
- Making presentations
- Attending meetings
- Conducting training
- Technical manual development
- Other duties as assigned
Qualifications
- Bachelor’s degree in engineering or a directly related field
- Five years of professional engineering experience in the area of assignment
- Two years of supervisory experience
- North Carolina Professional Engineer (PE) Registration
- Some assignments may require a valid North Carolina Class C Driver’s License with a satisfactory driving record acquired within a time frame established by the City
Requirements
- Coordinates and leads the development of design and technical specifications
- Construction and development plan reviews and inspections
- Makes decisions regarding infrastructure acceptance and project closeouts
- Reviews and approves plans, specifications, and other technical information
- Ensures informational accuracy and compliance with requirements, standards, and applicable regulations, policies, and procedures
- Coordinates the preparation and review of complex technical plans, designs, permits, plats, reports, forms, cases, requests for proposals, drawings, calculations, contracts, specifications, agreements, submittals, and other documentation
- Analyzes complex information, including performing data modeling operations
- Develops and implements recommendations
- Conducts follow-up operations
- Supervises inventory management, procurement, and billing processes
- Coordinates operational processes including the maintenance and testing of equipment
- Researches trends and department needs, identifying project enhancements or new projects
- Reviews billing statements and invoices, and approves payments
- Manages project funds and bonds, ensuring City requirements, standards, policies, and procedures are met
- Advises City departments and external agencies
- Convening and facilitating meetings
- Provides guidance to lower-level staff
- Responds to and investigates requests and inquiries
- Resolves escalated complaints and project-related issues
- Negotiates project terms and fees, advocating for and requesting project approvals
- Provides expert testimony
- Oversees the review of engineering operations, projects, and plans
- Supervises professional, paraprofessional, and/or support staff
- Conducts performance evaluations
- Coordinates training
- Implements hiring, discipline, and termination procedures
