Tacoma Power's Utility Technology Services Division is looking for a Senior Technology Program/Project Manager to join our team! This position is responsible for managing complex, multi-disciplinary programs and/or projects to implement, upgrade, enhance and replace critical technology infrastructure for Tacoma Public Utilities. The Senior Technology Program/Project Manager is a primary point of contact for the management of high-risk, high value projects. Further, the role is a reliable operator who consistently delivers good results, meeting or exceeding customer expectations.
The Senior Technology Program/Project Manager is responsible for managing and integrating the scope, time, cost, quality, success factors, benefits, human resources, communications, procurement and organizational change on projects to meet the business needs and ensure they are aligned to strategic plans. This position also performs in a leadership and management capacity within the PMO; coaching and mentoring other project managers, assisting in work group maturity related initiatives and supporting continuous improvement efforts within the PMO.
This position contains the experience and skillset to employ and combine project management methodologies to affect change and deliver value in one or more of the following areas: business change, IT infrastructure and applications, and systems integration.
- Organize, plan, oversee and execute complex, high-risk, high-value technology programs/projects in the Utility Technology Services (UTS) portfolio, and other business units as assigned; using industry-standard project management methodologies.
- Lead the initiation and planning phases of projects, development of project planning documents, schedules, RFPs, contracts and budget management.
- Build and maintain positive relationships with project stakeholders, including internal and external groups; to explain difficult project challenges, foster project sponsorship and partnership.
- Supervise, develop and manage program/project teams.
- Manage project risks and issues and make recommendations for corrective actions.
- Identify project success factors and benefits, ensuring project activities are deliberately planned to achieve project value.
- Conduct post project reviews and support ongoing benefits measurement.
- Manage project team SharePoint sites.
- Coordinate project reporting with the Project Management Office (PMO).
This position requires a minimum of three days per week onsite, and may be eligible for a flexible schedule and/or telework agreement in accordance with City policy.
Qualifications
- Bachelor's degree in computer science, information technology, business administration or directly related field.
- 5 years of progressively responsible experience in IT program/project management including 1 year prior at senior, lead and/or supervisory level.
- Equivalency: 1 year of experience = 1 year of education.
- Based on assignment: Project Management Professional (PMP) certification.
- PMI Agile Certified Practitioner (PMI-ACP).
- ITIL (Information Technology Infrastructure Library certification).
- Program Management Professional (PgMP).
- PMI Risk Management Professional (PMI-RMP).
- Portfolio Management Professional (PfMP).
- Certification in enterprise project management methodology such as Six-Sigma or equivalent.
