Role Description
Dalcom Engineering is currently seeking a Subject Matter Expert II (ARMS) to provide senior-level technical and analytical expertise supporting the Armament Retooling and Manufacturing Support (ARMS) Program and related defense industrial base initiatives. In this role, you will leverage extensive subject-matter expertise to support evaluations of government-owned industrial facilities, analyze modernization and utilization opportunities, and provide technical and financial insights supporting industrial base sustainment efforts.
This position is primarily remote but requires frequent travel to government installations and industrial production facilities throughout the Continental United States (CONUS) to support facility utilization assessments, industrial base evaluations, and program coordination activities. Travel is expected to range between 40% and 60% depending on project requirements. Limited international travel may occur depending on project requirements.
This position is contingent upon award.
Key Responsibilities
- Provide senior-level subject matter expertise supporting ARMS program initiatives, industrial base assessments, and facility utilization studies.
- Evaluate government-owned industrial facilities and manufacturing infrastructure to identify modernization opportunities and operational improvements.
- Support technical and financial analyses related to facility utilization, industrial base capacity, and modernization planning.
- Contribute to development of analytical models, decision-support tools, and program methodologies supporting industrial base investment decisions.
- Implement project plans, collect and analyze data to measure progress, and report findings to project stakeholders.
- Conduct technical evaluations of manufacturing systems, operational processes, and facility capabilities to support program objectives.
- Provide expert insight supporting acquisition strategy development, supply chain assessments, and industrial base sustainment planning.
- Contribute to technical documentation including engineering studies, facility assessments, modernization analyses, and technical reports.
- Support coordination with government stakeholders, industrial partners, and program teams involved in ARMS program initiatives.
Qualifications
- Bachelor’s degree in Engineering, Finance, or a related technical discipline from an accredited college or university with 25+ years of relevant experience supporting technical or financial projects.
- Master’s degree in a related discipline with 15+ years of relevant experience may be considered equivalent.
- Ability to obtain and maintain a SECRET Security Clearance.
- Demonstrated technical mastery within a specialized field relevant to industrial base operations, manufacturing systems, or infrastructure modernization.
- Experience supporting defense industrial base programs, manufacturing operations, or large-scale industrial facilities is highly desirable.
- Familiarity with government-owned contractor-operated (GOCO) facilities, defense manufacturing infrastructure, or industrial modernization initiatives is a strong plus.
- Proven ability to independently apply advanced technical or financial knowledge to complex project challenges.
- Experience implementing scientific or financial principles, applying appropriate analytical methods, and integrating results into project execution.
- Strong analytical, problem-solving, and data interpretation capabilities.
- Excellent written and verbal communication skills with the ability to contribute to high-level technical documentation and reports.
