The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Finance Strategy Manager with the Finance and Business Operations Administration (FBOA) This position is responsible for working with minimal guidance from Finance and Business Operations Administration (FBOA) leadership. The Finance Strategy Manager leads the Financial Planning and Analysis (FP&A) teams. The position provides financial expertise for the division, including but not limited to the following subject areas: federal and state grantor regulations as they relate to the division, federal reports, financial forecasts, and programmatic trends for DERS programs.
Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
• Oversee the daily operations of the FP&A teams. Advise, train, provide technical assistance, review work, and ensure accuracy of FP&A work products.
• Identify fiscal issues with potential negative impact on the department.
• Provide comprehensive financial expertise to administration, division management, DES executive leadership, and to external partners, such as the Office of Strategic Planning and Budgeting and the Joint Legislative Budget Committee.
• Support departmental organizations on matters of cash management and funding allocation.
• Research, interpret, make recommendations on policies regulating fiscal control, and processes pertaining to assigned programs and the department.
• Compile programmatic data in response to special requests regarding a broad spectrum of topics related to the department.
• Analyze policy and legislative changes to assess revenue, funding and state plan impacts on assigned programs.
• Review and approve various financial transactions.

• Knowledge of governmental accounting and fiscal principles.
• Knowledge of budget and state legislative process.
• Knowledge of principles and practices of business administration with special reference to organization.
• Skills in initiating and reviewing expenditure corrections, journal vouchers, and cash receipts within the state and agency's automated systems.
• Skills in comprehension, analysis, interpretation, and reconciliation of complex financial data.
• Skills in forecasts and projections; development of work plans.
• Ability to be an innovative and strategic thinker; perform complex analytic work.
• Ability to schedule and prioritize multiple assignments.
• Ability to facilitate and lead meetings with all levels of staff and leadership
| Selective Preference(s): |
The ideal candidate for this position will have:
• Bachelor's degree in accounting, finance, economics, business, public administration, or related field is strongly preferred.
• Master's degree in one of these fields is a plus.
• Prefer practical work experience managing the budget/finances of a large, complex organization.

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
