Job Description
Role Description
This consultancy has the following objectives:
- Design a workplan to implement the special initiative in Guatemala, including mapping actors, opportunities, main barriers, and learning the Guatemala Context.
- Document and systematize the implementation of the SDH Special Initiative in Guatemala, consolidating local experiences in the prioritized municipalities and generating technical inputs that guide sustainability and scalability at the national level.
- Support the design and implementation of the SDH monitoring system in a selected municipality in Guatemala, strengthening local capacities for the measurement, analysis, and use of action-oriented information on SDH and health equity.
- Provide technical assistance to strengthen the intersectoral management of the SDH in the selected municipalities, through follow-up to the action plan built by the intersectoral driving force and support in its incorporation into analysis and territorial planning processes.
- Support the national network of Healthy Municipalities, Cities and Communities (HMCC) of Guatemala and its linkage with the HMCC Movement, as well as the implementation and contextual adaptation of the HMCC regional criteria within the country.
- Provide support to the municipalities of Guatemala that are part of the HMCC network and the HMCC Movement in completing the self-assessment dashboard for the regional criteria.
- Develop the case study of rapid evaluation of the Camotan on housing intervention based on a defined methodological proposal.

- A Workplan on the implementation of the Special SDH Initiative, including Milestones and timeline.
- Methodology to document and systematize the initiative mano a mano in Guatemala from an intersectoral actions perspective and health – social equity.
- Organize and develop Theory of Change workshops in the selected municipalities.
- Reports summarizing the implementation of the SDH Special Initiative in Guatemala, including the workshop on the Theory of Change in the selected municipalities.
- Technical proposal for the implementation of the first version of the SDH monitoring system at the local level in the selected Municipalities.
- Proposal to strengthen the implementation of the regional criteria and their adaptation to the specific national context.
- Prepare a report on the development of the action plan to address SDH, developed by the intersectoral team in selected Municipalities.
- Report on the case study of the evaluation of the Camotan on housing intervention based on a defined methodological proposal.
- Progress report on the implementation of the 2026 roadmap for the sustainability of HMCC network in Guatemala.
- Report on the design and advances of the implementation process of the SDH monitoring system in Guatemala and the selected municipalities.
- Report on lessons learned on intercultural governance from the national HMCC network, as part of the network’s commitments.
- Prepare a report that documents the process of support to the special initiative and progress in addressing the social determinants of health in Guatemala and selected municipalities.
- Self-assessment dashboard completed by the municipalities that are members of the HMCC Network and the HMCC Movement.
Technical supervision: The consultant will work under the direct supervision of the DHE/HP Unit Chief and in coordination with PAHO country Office in Guatemala. The consultant will work remotely and is expected to be available during working hours at PAHO's headquarters in Washington, DC. The consultant is expected to travel, when necessary, to support participation in events and to contribute to the planning and implementation of selected activities.
Qualifications
- Essential: A first-level university degree in health/social/environmental sciences or areas associated with them.
- Desirable: Higher university degree (master’s degree or equivalent) in public health or social sciences.
Requirements
- At least seven years of experience, combining national and international working experience, coordinating public health issues and primary health care.
- Demonstrable experience in technical cooperation at the subnational and local levels on issues of public health, health equity, and social determinants of health.
- Demonstrable experience in applying Theory of Change methodology with community participation. Experience of working with rural and Indigenous communities is valued.
- Competencies: results-oriented, communication skills in culturally diverse contexts; a proficient level of teamwork and collaborating with people; analysis, synthesis; responsibility; demonstrated ability to effectively use a computer and use software programs such as Microsoft Office: Word, Excel, PowerPoint, SharePoint, and Outlook.
- Languages: Fluency in spoken and written Spanish and understanding of English is required.
