Position Summary
The Sr. Product Manager Lead serves as the primary technical authority and strategic advisor for a large scale modernization and migration project. In this high-impact role, you will be personally accountable for the integrity of assessments and the quality of all technical recommendations.
Unlike traditional project management roles, you will engage directly with the system developers, maintainers, partners, and users to shape recommendations—ensuring senior-level expertise is applied throughout the modernization l lifecycle without the use of intermediaries.
\n- Lead and manage the comprehensive 16-week assessment plan focused on operational stability and modernization readiness from inception to delivery with an option to continue on to implementation.
- Lead the identification of architectural risks and develop robust mitigation strategies.
- Review and validate all stabilization recommendations to ensure technical feasibility and long-term viability.
- Ensure coexistence strategies are perfectly aligned with Commercial Off-the-Shelf (COTS) modernization efforts.
- Provide high-level briefings and strategic advice to executive stakeholders, translating complex technical findings into actionable business insights.
- Ensure all outputs are disciplined, technically credible, and informed by rigorous risk analysis.
- Bachelor’s Degree in Computer Science, Information Technology, Engineering, or a related technical field.
- 7+ years of professional experience in technical leadership or advisory roles.
- 7+ years of experience in:
- Legacy system modernization advisory.
- Enterprise architecture assessment.
- Infrastructure transition and decoupling strategies.
- Risk mitigation planning.
- Governance-aligned program leadership.
- Proven track record in:
- Complex interdependent application environments.
- Application and infrastructure modernization.
- Modernization and migration planning and roadmapping.
- Security and operational stabilization during modernization.
- Ability to inspire and motivate cross-functional product teams to ensure that the product vision and goals align while providing guidance and support throughout the product lifecycle.
- Comfortable working in a dynamic and fast-paced environment, you must adapt to shifting personalities and navigate new challenges.
- Strong knowledge of modern technologies and agile methodologies, focusing on delivering user value and maintaining a high-quality user experience.
- Demonstrated ability to make data-informed decisions, effectively communicate (written and verbal), and manage change with diverse stakeholders.
- US Citizenship or Permanent Residency required.
- Must reside in the Continental US; located in the state of Pennsylvania a plus, but not required.
- Depending on the government agency, specific requirements may include public trust background check or security clearance.
- Master’s Degree in Computer Science, Information Technology, Engineering, or a related technical field.
- Certification in Professional Scrum Product Owner (PSPO), Certified Scrum Product Owner (CSPO), Project Management Professional (PMP), or ITIL Foundation Certification.
- Experience working within the State/Commonwealth is a plus.

- Salary
- The likely salary range for this position is $150,000-$180,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
