| Job Summary: |
Oversees MVD Indirect and Regulatory Support operations, which includes the supervision and evaluation of authorized third parties concerning Agreements, Quality Assistance, and the Inspections Program, as well as the fulfillment of services necessary for authorization and certification. Guarantees the quality of Authorized Third Parties through inspections, transaction assessments, and process improvement. Works in partnership with MVD programs, state agencies, law enforcement, authorized third parties, and financial institutions, serving as the primary point of contact. Interprets statutes, rules, regulations, policies, and procedures, working closely with our legal partners. Overnight travel may be necessary.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

| Job Duties: |
Oversees and participates in administrative management functions, using data to inform decisions regarding budgets, staffing, and strategic planning; this includes third-party authorization and certification concerning administrative, operational, and program-specific responsibilities related to MVD Indirect, Authorized Third Parties, and Regulatory Oversight.
Promotes a culture of Continuous Process Improvement and the implementation of efficiencies strategies to enhance policies, procedures, and training initiatives. Participate in the MVD's organizational planning and decision-making activities.
Establish performance benchmarks for regulatory and Authorized Third Party programs and staff through statistical analysis and performance metrics. Work closely with our legal staff as it relates to oversight, which could include court testimony. Collaborate with external stakeholders as
necessary.

Knowledge of:
Title 28, Federal Transportation Code, ICC Safety regulations; ADOA/MVD/EEOC/ADA/OSHA and Motor Carrier industry guidelines, rules, policies and procedures; management principles and practices, personnel practices, budget, strategic planning and organization of state government; of web-based applications; of program planning; of the principles and practices of effective organization and administration; of office management and supervision; of leading cross-functional implementation teams; of MVD databases and transactional services; of training, leadership, hiring, and disciplinary policies and procedures; of Continuous Improvement and Change Management.
Skills in:

| Selective Preference(s): |
Three (3) years of Management and supervisory experience; Experience in Process Improvement and Arizona Management System (AMS); Audit and inspection experience; Experience using Rule and Statute; Experience with Communication with External Stakeholders.

Valid driver license.
As this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
