Role Description
The Contractor shall provide a Course Registrar & Learning Management System (LMS) Administrator responsible for the effective administration, execution, and support of all in-person, virtual, and hybrid training courses delivered under this contract.
Course Registrar Responsibilities
- Managing student enrollment and course administration within the Blackboard Learning Management System (LMS)
- Coordinating and reserving training facilities for resident courses
- Requesting, processing, and managing course registrations
- Verifying student eligibility and prerequisite requirements
- Registering students, tracking attendance, and completing course closeout actions in Blackboard and the Army Training Requirements and Resources System (ATRRS)
- Distributing instructor-led course participation instructions to students and instructors
- Preparing and delivering required administrative, enrollment, completion, and performance reports
- Maintaining accurate training records to support program oversight, compliance, and reporting requirements
LMS Administrator Responsibilities
- Administering Blackboard system configuration, user accounts, roles, permissions, and course shells
- Creating, organizing, and maintaining course structures and instructional content
- Providing technical and administrative support to instructors, course managers, and students
- Maintaining LMS system integrity and ensuring compliance with applicable Army cybersecurity and information assurance policies
- Managing data collection and reporting to support training metrics, completion tracking, and compliance requirements
- Supporting course development, updates, and revisions in coordination with course developers and instructors
- Supporting integration and use of multimedia and instructional tools (e.g., Genially, Articulate 360, Poll Everywhere, Colossyan)
- Managing LMS-related vendor subscriptions, licenses, and accounts
- Providing logistical and technical support for course delivery across resident, virtual, and blended learning environments
The Course Registrar & LMS Administrator shall collaborate daily with instructors, course managers, and the Program Manager to ensure seamless course execution, accurate tracking of training participation and outcomes, and continuous improvement of the learning environment.
Qualifications
- A Bachelor’s degree in related field from an accredited institution
- A minimum of three (3) years of experience supporting DoD or large-scale organizational training programs
- Demonstrated proficiency with enterprise learning management systems, including Blackboard
- Familiarity with Army training systems, including ATRRS
- Active Secret clearance
- Strong communication, coordination, analytical, and organizational skills
