This position will be supervised by the Program Administrator of the Unregulated Operations Unit.

This position supervises a unit of multi-regional Child Care Regulation staff who are responsible for identifying and investigating allegations of unregulated child care in accordance with Texas Human Resources Code, Texas Administrative Code, and the Child Care Regulation Policy and Procedures Handbook. The position is also responsible for supervising staff to ensure they are effectively searching for unregulated child care operations, evaluating risk to children during complex unregulated operation investigations, educating stakeholders and parents on the benefits of regulation and potential providers on the benefits of becoming regulated and making appropriate exemption decisions. The position will work closely with other agency staff to ensure the safety of children in out of home care. The position is responsible for training and planning the unit's work. The position must ensure that quality assurance standards are met and good practices are incorporated into all aspects of the unit's work. This position oversees community outreach and engagement activities educating parents and stakeholders about choosing regulated care. The position must work with unit staff to encourage and support each unit member's professional development. The position interacts with other state agency staff; state, regional, and local stakeholders; representatives from various private and public organizations; legislative staff; legal personnel; and the general public. This is a part-time telework position.

Essential Job Functions:     

Attends work on a regular and predictable schedule in accordance with agency leave policy. 

Plans and manages the unregulated child care operation unit’s operations to achieve program objectives for service deliver by monitoring caseloads, consulting with staff on case issues and reviewing and approving inspection and investigation activities. (20%) 

Oversees the development of both short and long range goals, performance measures, procedures, and policies for the identification and inspection of unregulated child care operations. Sets clear, meaningful, challenging, and attainable goals and expectations that are aligned with the division’s overall strategic plan and management philosophy. (10%)

Provides professional analysis and assessment regarding risk to children in child care settings. Develops inspection and investigation schedules, priorities and assignments, and monitors and evaluates the effectiveness and efficiency of staffing levels. (20%)

Selects, hires, manages, and develops staff and evaluates unit performance through case-readings, staff performance evaluations, quality assurance reviews and other statistical reports. (5%) 

Oversees community outreach and engagement activities educating parents and stakeholders about choosing regulated care. Collaborates with other internal divisions to assure the agency has a cohesive approach to invest, organize, administer, and track the unregulated operations. (10%).

Provides interpretation of policies related to child care operations and provides input in the development of written reports to management and external stakeholder groups regarding unregulated child care operations. (5%)

Assists with establishing decision making processes related to the outcomes for inspections and investigations. Makes complex decisions regarding the identification and regulation of unregulated child care operations, investigation procedures and administrative reviews. (10%)

Attends staff meetings and conferences to assist in future planning, coordination, and ongoing oversight of unregulated inspections and investigations. (10%)

Maintains continuing education and current knowledge of child development, regulatory practices, health and safety, applicable laws and rules, and related fields to support the mission of Child Care Regulation. (5%)

Performs other duties as assigned to maintain unit operations. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts. Attends work regularly in accordance with agency leave policy. (5%)     

 

Knowledge Skills Abilities: 

Regulatory experience in compliance with the law, rules, and policy.

Excellent communication skills, both verbal and written.

Ability to manage day-to-day activities within a CCR division and strategically plan and manage outcomes covering a large geographic area.

Registrations, License Requirements or Certifications:

Driver’s License

 

Initial Screening Criteria:  Bachelor's Degree or experience equivalent to a 4 year degree in the field of early childhood education, child development, family studies, criminal justice or social work. 

Experience in Child Care Regulation (3 years), preferred.

Experience in supervision, management, mentoring, or leadership development.

Experience in participating in or leading community engagement activities.
