Our innovative, engineered solutions prevent roof and wall leaks and ensure storm shelters and safe rooms meet code requirements and protect occupants during severe weather events.

We are seeking an experienced Part-Time Payroll & Payroll Tax Compliance Specialist (Contractor) to own payroll processing and, most importantly, payroll tax compliance across all federal, state, and applicable local jurisdictions as the company scales. This role is responsible for ensuring accurate, timely, and compliant payroll tax filings, payments, registrations, notice resolutions and reconciliations, with audit-ready documentation and strong controls.

Role and Responsibilities:

Payroll Processing (Bi-weekly)

    • Process bi-weekly payroll using NetSuite Payroll, including review of changes, approvals, and payroll close activities.
    • Tie payroll registers to GL postings and support accurate posting/reconciliation within NetSuite.

    Payroll Tax Compliance (End-to-End Ownership)

      • Own payroll tax compliance across federal, state, and applicable local jurisdictions, including timely and accurate filings and payments.
      • Manage state and local tax registrations prior to hiring in new jurisdictions (with HR/Finance coordination).
      • Monitor filing confirmations and payment settlements; research and resolve rejects/failed payments.
      • Receive, research, and resolve payroll tax notices; communicate status and remediation steps to stakeholders.
      • Prepare and file amended returns and corrections as needed.
      • Reconcile payroll tax liability accounts monthly; investigate and resolve variances.
      • Maintain audit-ready documentation, support schedules, and compliance evidence.

      Deductions, Benefits, and Third-Party Remittances

        • Ensure accurate setup and ongoing administration of employee deductions (e.g., 401(k), Safe Harbor, HSA/FSA, garnishments, benefits deductions) in payroll.
        • Perform monthly reconciliation of payroll-related liability accounts (e.g., 401(k) payable, Safe Harbor payable, payroll clearing, benefits payable).
        • Coordinate timely remittances and report to third-party administrators and vendors.

        Requirements:

        • Alignment with RPH Core Values: Integrity, Team-Oriented, Have Fun & Grow, Best In Class, Customer-Oriented
        • 5+ years of hands-on payroll experience with multi-state payroll tax compliance
          • RPH currently operates in Texas, Maryland, New York, New Jersey, Pennsylvania
        • Direct experience managing state and local payroll tax filings and registrations
        • Experience responding to payroll tax notices and resolving discrepancies
        • Experience working with ERP-based payroll systems (NetSuite Payroll strongly preferred)
        • Strong understanding of U.S. payroll tax regulations and compliance controls
        • Highly detail-oriented and comfortable owning compliance end-to-end

        Estimated hours:

        • ~10 per week, with flexibility around payroll weeks and filing deadlines.
        • This is a 1099 contractor role (not eligible for employee benefits during the contract period).
        • Location: Preference for candidates in the NJ/PA/NY tri-state area for easier collaboration and occasional in-person meetings if needed.
        • Hourly compensation range $35–$45 per hour, depending on experience and fit.
        • Approximately 10 hours per week, depending on hiring volume and mutual agreement.
        • Initial contract term of ~6 months, with potential to extend.
