Role Description
The Registrar of Contractors (ROC) is a licensing and regulatory executive agency within the State of Arizona. The ROC oversees approximately 60,000 active construction licenses and processes several thousand complaints/cases each year. The ROC Legal Department also administers the Residential Contractors’ Recovery Fund.
The Assistant General Counsel will provide guidance to agency departments and leadership, draft legal documents, and complete a wide variety of projects on a day-to-day basis.
Job Duties
- Provide legal advice to agency departments and leadership.
- Assist in agency rulemaking and development of policies and procedures.
- Draft citations, licensing decisions, memos, orders, and settlements.
- Conduct informal settlement conferences between complainants and licensees.
- Appear as agency witness at hearings before the Office of Administrative Hearings.
- Coordinate with Attorney General’s Office on legal matters, including appeals of administrative decisions.
- Assist with agency outreach efforts, internal and external trainings, and analyzing and/or drafting legislative measures and proposals.
- Other projects and assignments as needed by the agency.
Qualifications
- Knowledge of general legal principles and their application to government operations.
- Knowledge of Arizona administrative law and procedure.
- Skills in legal research and writing.
- Effective written and verbal communication of legal opinions and recommendations.
- Mediation/conflict resolution skills.
- Ability to work effectively with agency leadership and staff.
- Ability to prepare written decisions and orders based on sound legal reasoning and relevant law.
- Ability to provide testimony in administrative hearings.
- Ability to serve as agency representative in settlement conferences.
- Ability to prioritize projects to ensure timely delivery of outcomes essential to agency success.

- Must be an active member of the Arizona State Bar.
- The selected candidate will receive a criminal history check.
- All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
