The Office of Civil Legal Aid (OCLA) is an independent judicial branch state agency, created with the understanding that the provision of legal aid services to indigent persons is an important component of the state’s responsibility to provide for the proper and effective administration of justice. The mission of the Office of Civil Legal Aid is to secure, invest and oversee the use of public funding for civil legal aid to low-income people in Washington State and to ensure accountability for public funds dedicated to the purpose. Since 2005, OCLA has administered and overseen general civil legal aid in Washington. The agency supports numerous other programs including legal aid to victims of crime and domestic violence, children in foster care, kinship caregivers, indigent tenants facing eviction, and individuals reentering society following completion of their terms of incarceration.

Role Description
The Torts Division is seeking a highly skilled and motivated Assistant Attorney General (AAG) to serve within the Torts Division’s Investigations Section. This position reports directly to the Investigations Section Chief and provides legal advice and representation in both litigation and pre-litigation matters. This role supports the AGO and the Division by delivering efficient and effective legal representation to state agencies and fostering a professional, collaborative, and mission-driven work environment.
- Work independently and exercise proper initiative in managing and advancing assigned cases and claims.
- Manage a large caseload and conduct timely review and evaluation of claims referred by the Office of Risk Management.
- Prepare investigative summaries and counsel client agencies on legal issues arising during the pre-litigation phase.
- Track statutes of limitation and manage claim closure.
- Identify potential defense tenders and coordinate pre-litigation document management, including legal holds and evidence preservation.
- Provide leadership by guiding investigative decision-making and mentoring staff.
- Contribute to training materials and practice resources.
- Support compliance and public accountability efforts related to Public Records Act requests.
- Maintain expertise in tort liability and procedural rules.
- Safeguard privileged information and adhere to all office policies, court rules, ethics laws, and the Rules of Professional Conduct.
Qualifications
- An expressed interest in the practice of public sector law.
- Excellent writing and oral advocacy skills.
- Excellent organizational skills.
- Excellent interpersonal and communication skills.
- Judgment and discretion in handling sensitive issues.
- Familiarity with insurance claims practices.
- Familiarity with the Public Records Act.
- Familiarity with civil rules pertaining to evidence preservation and litigation holds.
- Extensive mediation experience.
- Litigation experience, particularly as insurance defense counsel.
- A strong work ethic, a willingness to learn and develop new skills, and a desire to work as part of a larger team.
- Graduated from a law school accredited by the ABA or completed the WSBA's Rule 6 Law Clerk Program.
- Licensed to practice law in Washington state (or actively pursuing admission by motion).
