Job Description

Coaching / Leadership Development Expert
 
Democracy International (DI) is seeking to hire a Coaching / Leadership Development Expert to support the development of country-specific coaching curricula and training materials across Armenia, Azerbaijan, Georgia, Moldova, and Ukraine under the GIZ-funded regional governance program of the Eastern Partnership (EaP). The expert will contribute methodological and pedagogical expertise to design coaching pathways, produce blended-learning training tools, and strengthen national coaching capacities within civil service institutions.
 
This is a short-term consultancy position aligned with the project’s milestone schedule running from March 2026 - July 2027. This position is contingent on award and funding.
 
Essential Job Duties:
  • Contribute to the design of tailor-made national coaching curricula for Armenia, Azerbaijan, Georgia, Moldova, and Ukraine.
  • Support the development of learning outcomes, module structures, methodologies, and practice-based learning formats.
  • Provide inputs for developing training materials, manuals, exercises, case studies, and blended-learning components.
  • Contribute to training needs assessments related to coaching in public administration.
  • Provide methodological and pedagogical guidance for trainers, coaches, and national institutions involved in coaching delivery.
  • Support the development of supervision and quality assurance arrangements for coaching programmes.
  • Contribute to peer consultations, learning formats, and exchange activities at country and regional levels.
  • Provide written inputs to project deliverables including curriculum drafts, training materials, capacity development plans, and Final Report contributions.
 
Deliverables:
  • Inputs for the Inception Report related to coaching needs, methodologies, and curriculum considerations.
  • Draft and final tailor-made coaching curricula for Armenia, Azerbaijan, Georgia, Moldova, and Ukraine.
  • Draft and final training materials, including manuals, exercises, case studies, and blended-learning components.
  • Inputs to country implementation support packages, specifically on curriculum structure, methodology, and learning formats.
  • Contributions to capacity development plans related to coaching and training delivery.
  • Inputs and facilitation contributions to regional exchange formats.
  • Inputs to the Final Report, including summaries of curriculum development and training outcomes.
 
Qualifications:
  • A university degree (Master’s level).
  • At least 7 years of professional experience in coaching or leadership development, including curriculum development, supervision, and mentoring of coaches.
  • A recognized coaching accreditation (e.g., ICF, EMCC, EASC, or equivalent).
  • At least 5 years of experience in development cooperation (DC) projects.
  • At least 4 years of professional experience in the Eastern Partnership (EaP) region.
  • Language proficiency in English, C1 level.
