The Office of Civil Legal Aid (OCLA) is an independent judicial branch state agency, created with the understanding that the provision of legal aid services to indigent persons is an important component of the state’s responsibility to provide for the proper and effective administration of justice. The mission of the Office of Civil Legal Aid is to secure, invest and oversee the use of public funding for civil legal aid to low-income people in Washington State and to ensure accountability for public funds dedicated to the purpose. Since 2005, OCLA has administered and overseen general civil legal aid in Washington. The agency supports numerous other programs including legal aid to victims of crime and domestic violence, children in foster care, kinship caregivers, indigent tenants facing eviction, and individuals reentering society following completion of their terms of incarceration.

Role Description
WSDOT is seeking a skilled and motivated Safety and Health Manager in the Eastern Region Office in Spokane, WA. This position serves as the region’s safety subject matter expert, overseeing the delivery and outcomes of Safety and Health programs. The role involves:
- Employee education
- Consultation with supervisors and management
- Compliance inspections
- Coordination with external agencies and technical experts
- Representing the region in policymaking, manual development, and statewide committees
- Overseeing vendors providing contracted safety services
- Formulating and managing the regional safety budget
- Ensuring the safety of WSDOT employees
- Serving as the regional expert on agency safety policies, rules, and regulations, including OSHA and WSHA standards
Qualifications
- Demonstrated ability to serve as a high-level safety authority, providing expert interpretation and application of OSHA/WSHA regulations, state law, and internal safety policies across diverse operational environments.
- Proven experience directing, implementing, and evaluating comprehensive safety and health programs, including inspections, investigations, medical surveillance, training, and corrective actions, with accountability for outcomes and regulatory compliance.
- Ability to make timely, sound decisions in high-risk or emergent situations, including exercising authority to stop work, correct unsafe practices, and recommend operational changes to protect employees.
- Proven experience analyzing legislation and policy to inform leadership decisions, guide program direction, and support effective use of safety-related resources and budgets.
- Demonstrated expertise in analyzing safety and health data, identifying trends, and recommending program improvements that enhance safety culture, compliance, and organizational performance.
- Proven ability to design, implement, and manage safety programs that include policy development, recordkeeping, compliance monitoring, risk assessment, and safety committee operations.
- Demonstrated experience contributing to a work environment that fosters respect, inclusion, and equal opportunity, and collaborating with staff and leadership to promote a positive safety culture.
- This is an in-person position, however some flexibility for remote work is available.
- Must have the ability to travel throughout the region and statewide, including overnight stays.
- Actively demonstrates a commitment to learning and growth.
- Takes action to meet the needs of others.

- Advanced knowledge of occupational safety and health principles, regulations, and best practices.
- Commitment to professional standards in safety and health through certifications such as Associate Safety Professional (ASP), Certified Safety Professional (CSP), or Certified Occupational Safety Management (COSM).
