Role Description
True Environmental is currently seeking a Power & Utilities Market Leader for the Western United States. This is a strategic position for a seller-doer to expand Matrix’s power and utility services practice nationwide. The successful candidate will report to senior leadership and will develop, oversee, and manage complex environmental engineering and remediation projects for key utility clients. The ideal candidate possesses an entrepreneurial spirit, is enthusiastic, self-motivated and has a strong desire to build a solid practice to enhance and complement our current offering of remediation and utility services.
- Develop new projects and clients, along with client and program management, and create new business development initiatives.
- Identify and pursue new project opportunities with new clients.
- Assist in staff recruitment, supervise, and mentor project staff and provide technical guidance and support.
- Lead key pursuit efforts.
- Prepare, review and present proposals, budgets, contracts, permits and technical reports.
- Communicate and coordinate with internal and external team members.
- Provide professional oversight services and technical support.

Liaise with and manage strategic partnerships across major California energy providers, including Pacific Gas and Electric (PG&E), Southern California Edison (SCE), and San Diego Gas & Electric (SDG&E), for all types of products including:
- Regulatory Permitting
- Site assessments
- Site/remedial investigation
- Feasibility studies
- Remedial design
- Remedial action
- Site closure
- Develop and implement strategies and plans that are feasible, cost-effective, and compliant with applicable regulations and standards.
- Oversee and manage linear construction projects and substations for major utility clients.
- Evaluate and improve the quality and effectiveness of the services delivered.
- Communicate and coordinate with clients, regulators, stakeholders, and community members.
- Evaluate the performance and effectiveness of technologies and methods.
- Stay updated on the latest developments and innovations in the field of environmental regulation and remediation.
Qualifications
- Bachelor’s degree in environmental engineering, civil engineering, geology, or hydrogeology or a related field required.
- 15 years of experience in project management, environmental permitting projects involving various regulatory agencies, contaminants, media, and technologies for major utility clients.
- Ability to bridge multiple offices and disciplines to build a multi-state practice.
- Proficiency in using various software tools for data analysis, modeling, design, and project management.
- Knowledge of federal, state, and local environmental laws and regulations.
- Knowledge of the principles and standards of scientific study, field investigation and sampling, and research and documentation.
- Excellence in analytical techniques and modeling in solving technical problems with an extreme level of complexity.
- Must possess a valid driver’s license, with a clean driving record, and be willing to travel and conduct field work as needed.
- Core competency in Microsoft Office Products, including Word, Excel, PowerPoint, and Outlook.
Preferred Qualifications
- Master’s degree or higher in environmental engineering, civil engineering, geology, hydrogeology, or a related field preferred.
- A professional engineer (PE) or professional geologist (PG) license or certification in the relevant state preferred.
- Professional certifications: PLS (Professional Land Surveyor), GISP (GIS Professional), Certified Hydrographer, or similar.
- Experience working on power/energy, environmental, coastal, marine, and infrastructure projects.
- Strong background in data visualization, predictive modeling, and AI applications in geomatics.
- Ability to work independently and as part of a team.
- Excellent written and verbal communication skills with a strong attention to detail.
- Strong analytical, problem-solving, and decision-making skills.
