• Provide senior-level financial oversight and analytical support to the Tethered Aerostat Radar System (TARS) Program Management Office • Ensure the effective integration of budget execution, financial planning, and procurement strategy in alignment with DHS/CBP mission requirements • Support lifecycle cost management, budget formulation, and contract compliance efforts • Provide strategic insights and reporting to senior stakeholders • Lead cost estimation, budgeting, and financial forecasting for program activities • Analyze and report on program financial performance, including budget execution and variance analysis • Support contract financial management including tracking of ODCs, labor, and materials • Develop procurement and funding strategies aligned with FAR and DHS/CBP requirements • Prepare and brief detailed financial reports, dashboards, and justifications to CBP stakeholders • Assist with developing business cases, spend plans, and cost-benefit analyses for new initiatives • Interface with procurement and acquisition professionals to align financial planning with contract execution • Ensure all financial practices comply with applicable regulations and contract terms
